Overview
Procurement Manager – Commercial & Procurement (C&P) – Network Rail. Lead high‑value sourcing projects across indirect procurement, delivering commercial value, risk management and innovation for Network Rail infrastructure.
Location
The Quadrant, Milton Keynes; potential for Birmingham New Street or Manchester Square One. Must live within 90 minutes of The Quadrant, MK.

Permanent – 3 positions available.
Band & Salary
Band 3C £55,596 – £65,966 per annum.
Responsibilities
Lead complex, high‑value sourcing projects – from pre‑market engagement, requirement definition, contract negotiation, and commercial evaluation, to contract signature and transition to supplier management. Work closely with stakeholders across functions and regions to implement category strategies, negotiate contracts, deliver savings, drive innovation and ensure compliance with public‑sector procurement regulations. Manage risk and governance in a regulated environment and contribute to continuous improvement across the sourcing function.

* Deep sourcing experience with demonstrable savings delivery
* Strong negotiation, dispute resolution and contract law knowledge
* Financial management skills and ability to drive value from complex opportunities
* Agile, cross‑functional collaborative working methods
* Politically savvy, able to influence directly and indirectly
* Problem‑solving ability for complex sourcing challenges
* Completer‑finisher mindset
Desirable Criteria
* Knowledge of public‑sector procurement legislation
* Experience delivering multi‑million pound procurement projects (over £10m)
* Line‑management experience
* Member of the Chartered Institute of Purchasing & Supply
