Overview

The Environment Agency strategy is to protect and enhance nature and leave the nation’s natural environment in a better state than we inherited it. We have committed to being a net zero organisation by 2030. Defra Group Fleet Services is responsible for leading the fleet transition to net carbon zero. This is an exciting opportunity to work with a team of fleet specialists to support delivery of these ambitious fleet targets and drive tangible change. You will work in a team of contract specialists, supporting delivery of a varied work programme of purchase and service contracts on behalf of the Environment Agency and our Defra Partners. You will work with colleagues across the organisation identifying business needs, determining contract strategy, and leading tender processes including award of contracts. You will lead on relationships with key suppliers, manage contracts through the whole lifecycle, develop and monitor KPIs, work with suppliers to reduce their environmental footprint, maintain a cost-effective fleet and ensure we deliver our legal and health & safety responsibilities. Excellent relationship management and influencing skills are critical to the role.

The team Defra Group Fleet Services (DGFS) is a national team that provides a collaborative fleet service across the Defra group. We are part of the Strategy, Transformation & Assurance Directorate. The Contracts team works to develop contract requirements, determine and award the required contracts and manage supplier performance to ensure operational delivery of contracted services. The role reports to the Fleet Manager for Contracts.


Responsibilities

* Lead on relationships with key suppliers and manage contracts through the entire lifecycle, developing and monitoring KPIs.
* Identify business needs, determine contract strategy, and lead tender processes including award of contracts.
* Collaborate with colleagues across the organisation to ensure delivery of fleet targets and environmental commitments.
* Monitor supplier performance, improve cost-effectiveness, and ensure compliance with legal, health & safety requirements.


Experience and skills

* Establish and maintain good relationships with internal and external partners to support Environment Agency goals and reputation.
* Provide expert advice in fleet contracts and develop solutions within policy/best practice guidelines.
* Contribute to development and implementation of Environment Agency policy and process at national/local levels, aligned with environmental targets.
* Develop and implement systems for monitoring and reporting on service delivery; assess performance and advise senior managers on implications and actions.
* Ensure suppliers deliver required contract standards.
* Experience of procurement processes within Defra is desirable.
* Be well organized and a self-starter.


Role-specific requirements

* Full UK Driving Licence.


Location and flexible working

The location is flexible; you will work as part of a dispersed team with remote working and may need to attend EA offices and national meetings, possibly with overnight stays.
