We offer an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme. Your role will support risk mitigation, issue resolution, and removing barriers to ensure alignment with the business case and value for money.
We seek someone with a strong track record in managing complex financial information, collaborating with others to drive value for money, and influencing ongoing investment.
Key Tasks include:
* Understanding the financial and economic bases of the programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives and owning the change control process.
* Supporting the Programme Manager to assure changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring adherence to governance and assurance standards.
* Supporting ongoing business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team oversees the Digital Strategy and its execution across E&B. Our work sets the strategic direction for digital services that will transform environmental regulation.
You will work with a multidisciplinary team, including Defra shared services and third-party suppliers, to shape user-centered digital services and platforms that are efficient, simple, and fast.
Experience/Skills Required
Experience that is beneficial but not essential includes:
* Experience working in a fast-paced, dynamic programme.
* Extensive digital skills with Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial data.
* Understanding of financial and business planning processes, including charge funding, CDEL, and RDEL, and recharges between Defra and EA.
* Experience with business cases, approvals, and assurance routes within EA and Defra, including change control.
* Experience in digital programmes (helpful but not essential).
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation and best practices.
Additional Information
You will have an incident management development plan with support and training provided. The role is flexible with a national working location, and some travel may be required.
