We are seeking
to appoint a new Purchasing Supervisor to join our Nuffield Department of Medicine (NDM) Finance Shared Service Centre (FSSC). As part of this role, you will provide a professional purchasing service and commercial expertise for all NDM units for mid-range purchases ensuring value for money is achieved. This includes acting as the main point of contact between NDM and the University Purchasing Department (UPD) to oversee and support on all high value purchases. Whilst ensuring NDM is well represented across the University by attending appropriate working groups and interdepartmental meetings, you will provide an excellent purchasing service by adhering to finance & purchasing policy. You will coordinate and action high value/high risk quotes or tenders which will include preparing and agreeing tender documentation (e.g. appropriate contract templates, reviewing terms & conditions, enabling best value proposals). As such, you will provide support throughout the lifetime of the contract, this may include changes to milestones, amendments or extensions and act as key point of expertise for units and suppliers during the quote or tender process. With proven experience in building strong professional relationships with both external and internal stakeholders which enables delivery of objectives, you will be working closely with Business Managers/Academics to develop strategies in respect of each units preferred and non-preferred suppliers. This role will entail line management responsibilities, with one direct report (Purchasing Officer) with activities such as being fully responsible for day-to-day management and carrying out Personal Development Reviews (PDRs) and training. It is essential you are a full member of CIPS, or have sufficient professional experience and be willing to study for the qualification, have demonstrable experience in negotiating with suppliers. You will have excellent knowledge of the P2P function including experience of working with computerised financial systems.
