Contract: 6 months initially (October start)
Hours: 37 per week | Hybrid working
Pay: £26.06 per hour (PAYE) | £34.44 per hour (Umbrella)
Mileage Allowance: 45p per mile
Sanctuary Personnel is seeking an experienced Principal Public Rights of Way (PROW) Officer to lead and oversee the delivery of Herefordshire's Public Rights of Way service. This is a senior position, providing professional expertise and leadership to ensure the county's extensive network of footpaths, bridleways, and rights of way remains safe, accessible, and legally compliant.
Key Responsibilities
* Provide professional leadership and strategic direction to the PROW team.
* Develop and implement policies, strategies, and service improvements that enhance accessibility across the county.
* Advise Cabinet members, senior managers, and stakeholders on PROW issues.
* Oversee the management of disputes, enforcement, and legal challenges relating to public rights of way.
* Represent the authority at public inquiries and court hearings.
* Ensure the definitive map and statement are accurately maintained and regularly updated.
Requirements
* Significant experience leading and managing teams within a public rights of way or related service.
* In-depth knowledge of PROW legislation, procedures, and best practice.
* Strong strategic planning and problem-solving skills.
* Excellent communication, negotiation, and stakeholder engagement abilities.
* Confidence in managing complex cases and representing an authority in legal forums.
