About The Role
This is a hybrid‑working role based in Chelmsford. The Transport Project Lead is key to planning and delivering passenger transport projects and initiatives for ECC’s Integrated Transport Unit, supporting priorities such as the Bus Service Improvement Plan, Enhanced Bus Partnership and improved ticketing schemes. The role involves working with suppliers, customers and neighbouring authorities, managing the Essex “English National Concessionary Travel Scheme” (ENCTS – Bus Pass), authorising operator reimbursements, initiating scheme governance, and assisting with annual negotiations. The post holder reports to the IPTU’s Strategy, Growth, Infrastructure and Integration Manager, works closely with Network Development and Enhanced Partnership leads, and produces reports and briefing papers for senior management.
Responsibilities
* Manage the delivery of the ENCTS bus pass scheme for Essex in line with the Concessionary Bus Travel Act 2007 and related legislation.
* Procure and oversee the scheme administration function.
* Resolve customer disputes and engage with bus operators, including annual negotiations and monthly reimbursement payments.
* Approve and govern decisions affecting the scheme’s provision.
* Lead the delivery of complex public transport projects such as the Essex Bus Service Improvement Plan, countywide and local Enhanced Bus Partnership schemes, and improved ticketing offers.
* Develop innovative approaches to enhance service levels, minimise costs, ensure compliance with Council strategy, and safeguard contractual and commercial risk.
* Ensure data protection and information management compliance with legislation, national and ECC policies.
* Advising senior officers on public transport legislation, including the Bus Services Act 2017 and the Transport Acts 2008, 2000 and 1985.
* Identify funding approaches for local public transport solutions that respect financial constraints.
* Drive digital and self‑serve options to maximise customer integration via digital platforms.
* Collaborate to deliver integration projects, recommend opportunities, and provide feedback to senior leaders.
Experience and Qualifications
* Minimum of three years’ experience in the passenger transport industry.
* Degree level education or comparable capability through experience.
* Sound knowledge of public transport legislation, particularly the ENCTS Bus Pass Scheme.
* Evidence of continuing professional development and expert knowledge in relevant areas.
* Knowledge of procurement and contract management processes and compliance.
* Excellent negotiation and influencing skills with stakeholders and suppliers.
* Successful delivery of outcomes in a complex, customer‑facing environment.
* Experience delivering public services in a multi‑stakeholder environment.
* Ability to work collaboratively across an organisation and reconcile diverse interests, including political awareness.
* Good awareness of industry and commercial legislation and current issues.
