Transit Service Project Manager, Systems
Responsibilities
* Lead and manage complex transit projects and transit technology projects from initiation through completion
* Develop project scopes, schedules, budgets, and risk management strategies
* Deliver projects on time, within budget, and aligned with operational and service objectives
* Manage multiple concurrent projects, including high‑risk and high‑profile initiatives
* Plan and implement transit service improvements using data analysis and performance metrics
* Apply transit planning principles, practices, and technologies
* Support the implementation of transit systems, platforms, and operational enhancements
* Lead projects related to asset renewal, rehabilitation, and replacement
* Coordinate inspections, maintenance programs, and lifecycle management initiatives
* Ensure infrastructure, fleet, and facilities meet operational, safety, and service requirements
* Lead procurement processes including RFQs, RFPs, and contract negotiations
* Evaluate proposals and recommend consultant/contractor selection
* Manage consultants, contractors, and vendors to ensure performance, quality, and compliance
* Liaise with external stakeholders including consultants, contractors, utilities, and all levels of government
* Communicate effectively with senior leadership and elected officials
* Provide leadership and direction to project teams and technical staff
* Foster collaboration across departments and stakeholders
* Ensure compliance with applicable legislation (e.g., Occupational Health & Safety Act, AODA)
* Identify and mitigate project risks, including health and safety concerns
* Ensure adherence to municipal standards, policies, and best practices
* Other duties as assigned
Qualifications
* University degree in Planning, Business, Public Administration, Geography, or a related field
* Minimum of 5 years progressively responsible experience in transit, transportation, or municipal infrastructure
* Experience with transit technology and electronic systems
* Experience managing complex, multi‑disciplinary projects, including capital infrastructure initiatives
* Project Management Professional (PMP) or equivalent certification (preferred)
* Superior project‑management skills with the ability to apply sound project management to service improvements in a transportation setting
* Sound knowledge of transit/transportation planning principles, practices, and techniques
* Experience using transit planning systems, transit technology platforms, and transit/transportation infrastructure design and construction tools
* Excellent communication, negotiation, and conflict‑resolution skills with the ability to influence others
* Strong customer‑service and interpersonal skills
* Ability to work in a team environment, liaise with key stakeholders, and function effectively with minimal supervision
* Advanced computer skills, including MS Office and transit‑related applications
* Time‑management and project‑management skills with the ability to multi‑task
* Strong problem‑solving skills with the ability to gather and interpret information
* Strong analytical and research skills with the ability to formulate solutions to complex issues
* Knowledge of related acts and legislation such as the Occupational Health & Safety Act and the Accessibility for Ontarians with Disabilities Act, 2005
* Required to obtain and maintain a satisfactory criminal record check
