Description Complex Case Investigator Permanent Grade D - £45,091 – £51,356 Consultation grade - subject to formal evaluation under the Pay Equity Review Working 36.5 hours per week We are seeking highly motivated Complex Case Investigators to join our Private Rented Sector Property Licensing Team. In this role, you will take a lead in tackling non‑compliant landlords, and delivering complex enforcement cases to improve housing standards across the city. The role involves a substantial amount of field work, visiting and assessing properties throughout the city on a daily basis. You will be responsible for investigating landlords and managing agents who do not licence their properties, addressing serious housing hazards, enforcing licensing conditions, and taking robust action in line with our Regulation and Enforcement policies. You will be undertaking enforcement activities such as Civil Penalties, Improvement notices, prosecutions, and leading on targeted projects. This is a vital role in ensuring residents live in safe, well‑managed homes and that landlords understand and meet their legal responsibilities. We are looking for candidates with: A Level 6 qualification in a relevant subject or significant experience in private rented sector housing standards enforcement. Strong investigative, intelligence-gathering and problem‑solving abilities. Practical experience applying HHSRS and enforcing housing‑related legislation. Experience conducting investigations and interviews in line with PACE requirements. Proven ability to manage cases to successful outcomes, including conflict resolution and partnership working. Excellent written and verbal communication skills, including report writing. Confident decision‑making and the ability to challenge constructively. Highly resilient, adaptable, able to work independently and meet deadlines. Ability to form positive working relationships across teams and external agencies.
