Health, Safety & Environmental (HSE) Manager
This global leader in the supply of piping components into the oil and gas, petrochem, power and water industries is looking for a OHSE Manager to join their successful team. Reporting into the Managing Director the role offers a competitive rate of up to £60K dependent on experience plus Car allowance + benefits and offers a supportive and friendly team environment.
Location
Primary base: Dudley – hot forging plant (flanges for oil & gas industry)
Regular travel to Liverpool) – CNC machining centre with inspection and NDT
Purpose of the Role
The OHSE Manager will have total responsibility for the company’s Health, Safety and Environmental (HSE) systems across two UK manufacturing sites. Based at the Dudley site, this role is the central point of leadership for HSE and will ensure that systems, practices and culture meet and exceed legal requirements and international standards. The candidate will frequently visit Liverpool to perform assessments, support teams, and maintain an integrated management system in line with ISO 14001 and ISO 45001.
Key Responsibilities
* HSE System Leadership
* Develop, implement, and maintain integrated HSE management systems across Dudley and Liverpool to ISO 14001 and ISO 45001 standards.
* Lead certification efforts, audits, and management reviews.
* Ensure site-specific risks are addressed in procedures, safe systems of work, and training.
* Operational Oversight – Dudley (Primary Site)
* Provide day-to-day HSE leadership at the Dudley hot forging plant (presses, furnaces, handling of heavy materials, lifting equipment).
* Monitor operational risks, ensure PPE and controls are effective, and conduct regular site audits.
* Act as the first point of contact for all HSE matters at Dudley.
* Operational Oversight – Liverpool (Secondary Site)
* Conduct frequent visits to the Liverpool machining and inspection centre.
* Review CNC machining operations, inspection/NDT processes, and ensure local controls remain compliant with group HSE requirements.
* Support local compliance with the HSE management system
* Compliance & Risk Control
* Ensure both sites comply with UK HSE legislation, industry standards, and company policies.
* Oversee risk assessments, COSHH, fire risk assessments, and accident/incident investigations.
* Drive corrective and preventive actions to completion.
* Training & Engagement
* Deliver training and toolbox talks to operators, supervisors, and managers.
* Champion a proactive safety culture, engaging the workforce in hazard reporting and continuous improvement.
* Build strong relationships with operational staff at both sites.
* Leadership & Reporting
* Report directly to the Managing Director on HSE performance, risks, and improvement actions.
* Liaise with regulators, certification bodies, and external auditors.
* Provide professional HSE guidance to senior management and site supervisors.
Required Skills, Experience & Qualifications
Essential:
Demonstrable experience in a senior HSE management role in manufacturing, heavy industry, forging or machining.
Proven success developing and maintaining ISO 14001 and ISO 45001 systems.
NEBOSH Diploma (or equivalent)
Strong knowledge of UK health, safety and environmental law.
Ability to manage multi-site responsibilities with Dudley as the home base.
Excellent communication, investigation, and influencing skills.
Desirable:
Experience in forging or machining environments (hot work, CNC machining & NDT).
Environmental qualifications (IEMA or equivalent).
Professional certification (GradIOSH/CMIOSH).
Experience liaising with HSE regulators and auditors.
Track record of driving culture change and reducing incidents.
Success Indicators
Robust HSE culture and proactive workforce engagement at Dudley & Liverpool.
Liverpool site fully supported through regular assessments and aligned to the group HSE system.
ISO 14001 and 45001 certifications achieved and maintained across both sites.
Reduction in incidents, near misses, and environmental impacts.
Clear reporting of performance to the Managing Director.
