The Assets and Access Team is recruiting a Planning and Review Manager
The Assets and Access Team plays a central role ensuring all children can access education and learning within inclusive and fit for purpose settings across Leeds; The service leads on a wide portfolio:
1. A clear vision of Children & Families asset requirements – through an inclusive asset management plan for the directorate.
2. School Capital Maintenance & Building Compliance – ensuring schools across the city are safe, warm and watertight.
3. Special Education Needs and Disabilities (SEND) and Alternative Provision Place Planning – providing inclusive and accessible learning places across the city.
4. Access to learning settings across the city – through our Children’s Education Transport Policy.
5. Access to free, impartial and confidential advice for parents of children with SEND – through our arm’s length SEND Information Advisory Support Service (SENDIASS)
About the role
The Planning & Review Manager is an integral role to the Assets and Access Team. You will lead on several areas of the service plan, predominately the development, management and implementation of the Directorate’s Asset Management Plan, and the planning of sufficient and accessible learning places for children with SEND. You will foster and maintain good working relations with other Leeds City Council teams and partners in relation to Children and Families assets, including working with the Department of Education and the schools and academies across Leeds.
About you
As a successful applicant to the Planning and Review Manager role in the Assets and Access Team you will be able to:
6. Communicate effectively, accurately, and concisely in written, verbal and visual formats, to support, influence and set strategic direction
7. Demonstrate awareness of council’s statutory duties in relation to good estate management of school buildings and those relating to SEND and Alternative Place Planning
8. Able to question and reflect on situations, hold critical thinking skills and able to interrogate, question and analyse information to influence change and support the quality of delivery in line with statutory guidance
9. Able to engage and influence senior leaders, managers and practitioners across services to establish & maintain effective working relationships and secure credibility for yourself and the team.
10. Able to manage a budget, and prepare reports to senior colleagues which identify financial risks and opportunities
As our next Planning & Review Manager, you will also support the wider Assets and Access team in identifying and implementing process improvements and risk mitigations, and budget monitoring and reporting across a variety of projects. You’ll have an understanding of working in a democratically led organisation and will be socially aware, with values centred around equality, diversity and inclusivity.

Your office base will be Merrion House in the city centre; the team currently enjoy spending a day or two each week in the office and one fixed day every month with wider service colleagues.
