4 Month Contract With A Local Authority
Purpose of the Role
To lead on the assessment and delivery of strategic and major planning applications, providing expert planning advice from pre-application stage through determination and post-permission (including conditions), while representing the Council in complex planning matters and negotiations.
Key Responsibilities
* Act as lead case officer for strategic and major planning applications.
* Provide high-quality pre-application advice to developers and stakeholders.
* Manage applications through all stages, from submission to determination and post-permission (including discharge of conditions).
* Ensure proposals comply with national and local planning policies and guidance.
* Prepare and deliver presentations to Planning Committee.
* Clearly communicate complex planning issues to a wide range of audiences, including Members, developers, stakeholders, and the public.
* Build effective working relationships with internal departments and external partners.
* Prepare written statements representing the Council’s case for:
o Written representation appeals
o Local Hearings
o Public Inquiries
* Present the Council’s case at Informal Hearings and Public Inquiries when required.
* Lead negotiations with developers to secure planning obligations under Section 106 agreements.
* Ensure appropriate contributions through the Community Infrastructure Levy (CIL).
* Assess and respond to financial viability appraisals to secure optimal outcomes for the Council and community.
Requirements
* Degree in Town Planning or a related discipline.
* Membership of the RTPI (Royal Town Planning Institute) or working towards chartered status.
* Significant experience in development management within a local authority or similar environment.
* Proven track record of leading on strategic and major planning applications.
* Experience providing pre-application advice through to post-permission stages, including discharge of conditions.
* Experience of preparing and presenting reports to Planning Committee.
* Experience of handling planning appeals, including written representations, hearings, and public inquiries.
* Demonstrable experience negotiating Section 106 agreements and securing planning obligations.
* Experience in reviewing and responding to financial viability assessments.
