We have some exciting opportunities for a number of permanent, full-time posts in the HMO licensing team. Due to the implementation of a new additional licensing scheme in October, we are expanding the current team and are looking for HMO wardens to join Southampton City Council (SCC).
The HMO licensing team is responsible for delivering the mandatory licensing of all larger Houses in Multiple Occupation (HMOs) in the city and is about to implement a further additional HMO licensing scheme. Our HMO wardens are responsible for actively promoting responsible management and operation of HMOs throughout the City in line with these schemes, responding to complaints of poor conditions and nuisance, undertaking surveys and gathering intelligence on HMOs within the City.

We need additional wardens to carry out complaint investigations, surveys and to work in the community to actively promote safe suitable HMO accommodation throughout the city. This ensures that these HMOs meet national and local requirements for safety, fire safety, space & amenities. The role includes
* Undertaking external surveys of HMO properties & making recommendations for remedial action
* Liaising with landlords and tenants to promote good management and citizenship
* Gathering intelligence on unlicensed or poorly managed HMOs
* Investigating complaints in relation to poor conditions and nuisance from HMOs

About You
We are looking for self-motivated and hard-working individuals to join the team. You will need to demonstrate knowledge and experience of construction and building, particularly in relation to residential premises. Experience of using the Housing Health & Safety Rating System (HHSRS) & inspecting HMOs would be advantageous, as would holding a surveying or housing inspection qualification.
You Will Need
* Excellent verbal & written communication skills
* The ability to effectively manage your own workload & work independently
* To be physically fit, be able to work outdoors, often carrying & loading bulky items.
It Would Be Desirable To Have
* Working knowledge of relevant legislation and guidance relating to licensing and enforcement of HMOs
* Practical experience of surveying residential properties including HMOs
* Certification or accreditation in surveying or assessing properties.

The salary band for this role is £32,061 - £36,362. The
starting salary is £32,061
with annual progression through the salary bands.
