Purpose of the job – Duties relating to grade PO3
To assist in managing and progressing Traffic Management matters within an area-based or function-based team, including lead responsibility within the specialist area for progressing schemes in accordance with the programme agreed with the Principal Engineer.
To achieve timely, effective traffic engineering outcomes that uphold the Council’s Core Values and meet the challenges of Best Value and Comprehensive Performance Assessment.
To deputise for the Principal Engineer as required on a limited basis.
To ensure statutory and legal obligations are delivered and communicated in a customer-focused manner, optimising available resources.
To represent the Council, in conjunction with colleagues, as an expert spokesperson on issues related to the functional area.
To take responsibility for supervising staff and contributing towards staff training, development, and performance. To continually review professional standards to ensure effectiveness and external recognition and accreditation of the Unit.
To be an active member of and contribute to the development of the Service Area.

Management of People/Leadership
Responsibility for supervising staff, contributing towards staff training and development.
Contributing to the efficient and effective performance management of the team, developing, prioritising, and reviewing its activities. Establishing work programmes and targets, ensuring their achievement.
Strategic Thinking and Planning
Ensuring advice and recommendations from team members consider the Council’s policies, standards, and relevant legislation and guidance.
Proactively contributing to the development of policies, programmes, and systems to address changing demands on the Service in line with Best Value.
Managing Services and Delivery
Carrying out duties in accordance with the Council’s policies and Code of Conduct, incorporating the principles of valuing diversity.
Developing and implementing customer-focused standards in a regulatory environment, meeting performance indicators.
Informing, advising, and responding to residents and customers directly and through representation at Committees and public forums.
Leading traffic management work where required, ensuring effective and efficient execution.
Knowledge
Managing Services and Delivery
Extensive knowledge of current issues regarding legislative, policy, and procedural frameworks within which the Transportation Service operates.
Understanding technical issues relevant to complex transportation planning projects.
Management of People/Leadership
Understanding of performance management techniques.
Ability to supervise and train staff.
Work Related Experience
Ability to work at a senior level within Traffic Management.
Experience in providing services to customers and being accountable for these services.
Experience in developing and implementing service improvement projects, including understanding of Best Value and quality assurance systems.
Experience in ensuring the delivery of traffic management projects within timescales and with quality outcomes.
