To continue with our growth plans for 2025 and beyond, we are seeking an Assistant Project Manager / Pre-Construction Engineer to join our Pre-Construction team on our framework contract with Thames Water.
Reporting to the Regional Pre-Construction Manager, you will lead multidisciplinary teams working on developing technical solutions and commercial proposals to secure contracts for potable water treatment, sewage treatment, and bioresources projects, considering sustainability and carbon footprint of optimal and competitive solutions. As a Proposals Engineer, you will be responsible for a portfolio of future projects (either directly allocated or through competitive tenders) that need to be secured via contracts. Your role will involve:
Client Management:
* Foster and develop positive client relationships to enable efficient project solution identification and successful contract agreements.
* Oversee Early Contractor Involvement (ECI) delivery to ensure the delivery of necessary information for project proposals.
* Manage client and stakeholder expectations regarding time, cost, and quality of proposal production.
* Drive contract negotiations that meet technical, organizational, and risk management standards, ensuring timely approval.
* Attend site visits and client meetings as required for project development.
* Gather client feedback and incorporate lessons learned into future projects.
Develop Solutions / Tenders / Proposals:
* Identify, document, and communicate client project requirements to facilitate solution development.
* Lead multidisciplinary teams to develop competitive tenders that meet client needs.
* Ensure solutions address affordability, design, planning, sustainability, construction, procurement, and operational factors.
* Assess the need for additional data and address gaps or deficiencies.
* Coordinate with regional Engineering, Estimating, Operations, Planning, SHEQ teams to ensure proposal viability and deliverability.
* Ensure tenders and proposals meet governance and quality standards.
* Maintain high confidence in scope, cost, schedule, and risk profile aligned with regional and business strategies.
* Coordinate legal, technical, and commercial inputs to clarify scope and enable timely contract signing.
Support Department Development and Administration:
* Work with the Pre-Construction Manager to plan and acquire necessary resources for solution development and proposal preparation.
* Manage team development, progression, and wellbeing.
* Ensure proposals are delivered within agreed timelines and budgets.
* Assist in departmental budgeting and reporting.
* Participate in performance reviews and identify improvement areas.
* Collaborate to find innovative ways of working.
* Gather and communicate feedback from project delivery regarding performance against budgets and schedules.
* Support continuous improvement initiatives and team performance enhancements.
