A Master has overall command of the Vessel once he has completed the Change of Command procedure with the off going Master. He is then authorised to perform whatever acts are necessary for the safe, efficient and proper operation of the vessel.
The Master’s primary considerations must be the safety of life, the safety of the vessel and the prevention of pollution and these considerations must override all other obligations including schedule, expense or convenience. 1. Ensuring that he is fully familiar with the requirements of the Fleet Regulations and other documents which comprise the Ferry Services Safety Management System;
2. Ensuring that Fleet Regulations and other relevant documents which comprise the Ferry Services Safety Management System are brought to the attention of all appropriate crew members, and that such documents are understood by them;
