The LTQR Lead takes responsibility for delivery and compliance with the LTQR Processes and Procedures for documents, records and physical samples, that are associated with their designated Projects and Multi-Disciplinary Team (MDT).
To discharge the role requires a range of technical skills and competences, management and communication skills, construction/ installation/ commissioning and end-user stakeholder awareness, demonstration of contractual requirements and knowledge of various EDF/NNB Standard Project Arrangements and Quality Control Procedures.
Principal Accountabilities
1. Gather and validate data for monthly Records dashboards
2. Support authoring of management system documentation
3. Support workshop facilitation, requirements gathering and compilation of findings
4. Contribute to the production of quality records dashboards on a regular basis for a variety of audiences
5. Provide regular progress reporting to Quality Document, Records and Completions management.
6. Identify gaps & improvements, propose solutions
7. Prepare materials for engagement with Nuclear and Environmental Regulators
8. Participate in defining and implementing solutions and monitoring their effectiveness
9. Champion the use of Records Management Processes across the project and with external stakeholders
10. All other tasks as requested by the Records Branch managers
11. Assist suppliers and QMLs in the development of partitioning strategies and driving for full LDRC population with complete and correct metadata.
12. Assist with the tracking of submission of records documents and relevant physical samples in line with the agreed LDRC, LTQR, planned/Forecast submission dates and project schedule
13. Liaising with other off-site/on-site MDT stakeholders to ensure the timely and progressive delivery of LTQRs including the organising reviews of LTQR deliverables in coordination with QMLs, QDMs and distribution managers.
The LTQR Lead will:
14. Work with the Project, Quality and Completions Managers, ensuring the Works Information (WI) has suitable and sufficient content within, pertaining to the collation of Handover Documentation and manage subsequent reviews of this documentation prior to Handover in accordance with distribution and lead reviewer.
15. Lead and manage an assigned team of Record Support Officers, collaborating with other members of the Records team and wider Document, Records and Completions Team, to ensure efficient timely delivery, review and approval of all relevant LTQRs to enable follow on works and installation / commissioning and or takeover.
16. Direct and liaise with the Quality Managers and Project Team to ensure that contractor’s produced partitioning strategy for LTQR work is acceptable and current to NNB and provide continued support as necessary reviewing and commenting when revisions are required.
17. Refine and implement a delivery strategy to support the successful management and promotion of a unified approach to LTQR compilation, submission and review for handover as required of areas, assets, systems and contract work packages/scopes, both for offsite and onsite works. This includes authoring and maintaining suitable work instructions related to an area and or work scopes identifying a graded approach to LTQR reviews where necessary, capturing and implementing lessons learned.
18. Produce and manage the associated LTQR technical and non-technical checklists, identifying required inputs for the review by various stakeholders. Ensure checklists are filed and stored correctly following completion and submittal to NNB in the EDRMS and reference linked to the relevant LTQR.
19. With respect to Licence Condition 6 (LC6), manage awareness, adherence and compliance of contractors, delivery teams and associated MDT’s ensuring they are fully aware of their LTQR and LC6 obligations and requirements. Organise briefings, meetings, presentations and provide guidance and familiarisation of these requirements, to better prepare the Contractor to deliver the correct documentation, to the required standard at the appropriate time, in the Project Life. Cycle, including but not limited to: NNB Supply Chain and LTQR Audit actions, arranging LTQR Kick-off and Refresh meetings as well as providing general LTQR expertise for physical samples.
20. Liaise with Tier 1 Contractors, other members of the Document, Records and Completions team and associated NNB MDT’s, to ensure that any subsidiary or associated LTQRs are clearly identified, related, scheduled and documented: for example, linking offsite manufacturing and onsite records and communicate to stakeholders as required.
21. Represent the LTQR team at relevant Quality Boards as hosted by QDM’s and other required meetings providing clarity around status of scope delivery, needs in line with schedules. Generate and interpret reports as required to demonstrate a clear management of the status of LTQRs in each area including knowledge around asset, hold points, witness points or milestones as deemed relevant.
22. Direct and be involved with any tools that assist Lead Reviewers and QMLs to optimise the reviewing of LTQRs which may include but are not limited to:
- LTQR reviewing and commenting which may include Non-Technical and Technical checks in consultation with QMLs,
- Assist to define LTQR distribution solutions,
- Support deployment and use of bespoke computer systems such as Asset Suite (ASM) and Switch,
- Assist with the construction of bulk acceptance containers for the processing of LTQRs
- Support of modulated LTQR surveillance and maintenance of RFT and FOAK currency.
- Development of AI tools
- Keep Modulated Surveillance Work Instructions current
- Keep LTQR temporary Work Instruction current as new tools and processes are identified.
23. Develop, evolve and actively lead training schemes for LTQR systems and processes, provide guidance on improvements to reporting of LTQRS, verify information and suggest amendments to EDRMs data as necessary across all available relevant tools.
24. Support Quality records auditing, QML, PM and CFSI Awareness information delivery as well as LC6 Steerco and ONR information delivery. Other similar requirements may need to be supported from time to time such as LC6 Self-Assessment input.
- Contribute to periodic reviews and revisions of relevant NNB procedures, specifications and supporting documentation in accordance with procedural requirements.
- In co-ordination with Quality, Engineering and Project Management effectively manage the life cycle of records (creation, classification, retention, retrieval, preservation and disposal), ensuring compliance with regulations and standards, reducing risk, improving efficiency, and preserving valuable information for future reference
