Job Summary
The Programme Delivery Manager is accountable to the Head of PMO and supports the group’s Programme Management. The role is responsible for providing structure, process, and critical challenge for programmes, reporting on progress, key issues and risks to enable timely decision‑making and action. It will help the organisation identify and deliver its annual programme objectives outlined in the group’s priorities. The closing date for applications is 14 June 2026.
Key Responsibilities
* Deliver the programme of schemes that are allocated.
* Work with stakeholders to ensure support for proposals, actions and delivery plans, reporting risks and mitigating actions.
* Translate proposals into deliverable implementation plans within agreed resources and timeframes.
* Secure resources, advice and sign‑off for delivery plans and report risks and issues through agreed channels.
* Develop comprehensive and cohesive plans that align with the overall programme timetable and strategic direction.
* Maintain high standards of work, ensuring projects are delivered on time, to quality standards, realise benefits and are cost‑effective.
* Apply relevant tools, skills and knowledge to deliver improvement and organisational change objectives.
* Provide timely reporting on project deliverables to the Head of PMO.
* Lead specific projects or programmes as determined by the Head of PMO, ensuring SMART objectives.
* Contribute to the development, introduction and delivery of the Trust’s annual Use of Resources/Cost Improvement Programme, supporting continuous performance improvement.
* Support the PMO in leading major cost improvement programmes benefiting from a centrally managed approach.
* Design, develop and share agreed project management tools and methodologies with Executive Sponsors, responsible officers and project leads across the Trust.
* Collaborate with team members to deliver requirements and engage key stakeholders.
* Provide a hands‑on approach to programme delivery.
* Support day‑to‑day activities and projects.
* Lead and support portfolio initiatives, demonstrating value for money through tracking, managing and delivering agreed benefits.
* Ensure proposals and delivery plans are evidence‑based to improve quality and outcomes.
* Analyse and present complex information to stakeholders.
* Maintain project management systems and documentation to ensure clarity and sharing of delivery plans.
* Lead and manage effectively in high‑pressure situations.
* Ensure clinical leadership is central to programme plan delivery.
* Allocate tasks, identify risks, issues and dependencies; make decisions in the best interest of the project.
* Maintain project initiation documents and associated plans, reporting progress and resources to the Trust.
* Pro‑actively manage stakeholders, resolve conflicts through facilitation or other appropriate mechanisms.
* Implement a standardised approach to programme management across the Trust.
* Review and challenge Programme and CIP project documentation, providing feedback to project leads.
* Monitor delivery to ensure programmes are on time, within budget and achieve planned cost savings.
* Apply a structured change‑management approach and methodology for project impacts.
* Link with managers in other functions to address inter‑dependencies and ensure alignment.
* Support escalation, reporting, governance, oversight and support frameworks throughout project delivery.
* Ensure robust Quality and Equality Impact Assessments are developed for programmes and projects.
* Provide support to robust programme governance arrangements and management processes.
* Produce reports, papers and outputs on project, programme and portfolio management using various software and data systems.
* Develop and implement PMO policy, programme and project documentation for Trust‑wide use.
* Provide assurance to the Deputy Head of PMO and Head of PMO on all programme aspects.
* Provide timely programme progress updates to the Executive, Management Board and other stakeholders.
* Ensure project documentation meets agreed standards by supporting project leads and teams.
* Act in accordance with Standing Orders and financial instructions.
* Ensure Trust policies are adhered to in all aspects of work.
* Provide day‑to‑day line management to Efficiency Programme Managers and other PMO staff.
* Write and deliver training programmes on project management and operational delivery for senior managers.
* Build and maintain effective working relationships with stakeholders.
* Ensure communication reflects the positive message of the PMO and engages staff.
* Provide clear, concise reports to the group’s reporting framework.
* Record, communicate and embed lessons learned into action plans.
* Articulate complex information clearly to stakeholders.
* Comply with Information Governance standards.
* Exercise diplomacy when communicating with key stakeholders.
Qualifications
* Degree level qualification, PRINCE2 or equivalent qualification, or previous experience.
* Experience in leading transformational change.
Experience & Skills
* Substantial previous service improvement experience (including process mapping, data analysis).
* Evidence of leading change projects in a demanding environment.
* Excellent written and verbal communication skills with strong analytical abilities, able to present information concisely and in a variety of formats.
* Able to manage own time effectively.
* Able to motivate staff to deliver complex change, supporting colleagues while holding them to account.
* Professional, clear and effective communication and presentation skills.
