JOB PURPOSE
EOTAS Partnerships offer a truly multi-disciplinary approach to supporting young people within key stage 3 of post primary education who have been identified as having social, behavioural, emotion and wellbeing needs (SBEW). We are looking to appoint an enthusiastic, self-driven, suitability qualified and experienced leader to manage the operation and programme delivery within Newtownabbey Educational Guidance centre as well as its outreach support programme in partner schools.

Main Purpose of the Role
The successful candidate will have a commitment to;

·Leading a multidisciplinary team through strategic planning, self-evaluation and centre development action
·Securing a positive ethos of high expectations and standards that ensures staff and young people feel safe and secure in their environment
·A passion for making a difference to the education and lives of our young people by building positive, supportive and nurturing relationships with staff, young people, parents and schools
·Lead pastoral care with emphasis on Trauma Informed Practice and a nurturing approach
·Managing safeguarding of staff and young people within the centre.
·Working as part of and contribute to the work of multi disciplinary teams around pupils.
·Supporting the delivery of pupil support services as part of the Local Impact Teams model.
Duties and responsibilities will include:
The ability to carry out the duties of the role in line with the remit outlined in the current Teachers’ Pay and Conditions Agreement Teachers’ (Terms and Conditions of Employment) Regulations (Northern Ireland) 1987.1 Safeguarding
1.1 Promoting and safeguarding the welfare of young people within the centre.
1.2 Be responsible for child protection issues, as appropriate.1.3 Implement and communicate all safeguarding related policies and procedures to staff, young people, parents and partner agencies/school.
1.4 Self-evaluate centre safeguarding related policies and practices on an annual basis using the appropriate ETI proforma.
1.5 Be responsible for ensuring work with external agencies is supportive to the needs of young peoples and staff.
1.6 Report safeguarding data and information, as required, to the Head of Centre & EA.
2 Leadership and Management
The appointed person with will responsible for;
2.1 Planning and implementation of the strategic development of the centre with a vision based on EA values and priorities that ensures a young people-centred provision
2.2 Develop an effective centre structure with clear roles and responsibilities of staff that sustain positive working relationships and supports continuing professional development of staff.
2.3 Ensure full compliance and engagement with the statutory EOTAS guidance.
2.4 Lead on the development and implementation of the Centre Development Plan, Inspection and Self-Evaluation Framework and related actions plans.
2.5 Use key information, indicators and data to implement, monitor, evaluate and review strategic and operational centre planning.
2.6 Lead staff to ensure they are appropriately trained and supported to deliver the provision.
2.7 Manage staff attendance, grievances, disciplinary matters and capability procedures, at the first stages.
2.8 Lead on the development of the relationship with feeder schools to ensure a mutually respectful relationship with open lines of communication, strong partnership working and reintegration of young peoples to school, as appropriate.
2.9 Lead on centre staff meetings and briefings.
2.10 Contribute to the development of the wider Behaviour Support and Provisions Service.
2.11 Managing requests for involvement allocations and assigning to staff to deliver outreach support in school.
2.12 Completion of staff timecards at the end of each week as well as making arrangements to manage timecards over holiday periods.
3 Quality of Provision
The appointed person will manage centre staff to;
3.1Development and implement a broad and balanced curriculum suitable to the needs of individual young people referral to EOTAS.
3.2 Lead the development and implementation of a therapeutic curriculum that meets the personal, social, behavioural and wellbeing needs of the young people in consultation with the wider therapeutic plan of the centre.
3.3 Plan a curriculum that meets the needs of young people, the Centre Development Plan, the Northern Ireland Curriculum and the statutory EOTAS Guidance that effectively targets support to improve outcomes for learners.
3.4 Promote an nurturing ethos that also supports high expectations, standards and quality learning outcomes.
3.5 Lead on the building of partnerships and the development of a communication strategy with parents/ carers, school and all stakeholders to ensure young people needs are clearly identified and supported, and learning programmes are clear.
3.6 Ensure that there is a programme of appropriate careers support for all young people that promotes aspiration.
3.7 Ensure effective long, medium and short term planning across the curriculum.
3.8 Develop a system of monitoring, planning, teaching and assessment to ensure engaging and challenging programmes of study to ensure successful outcomes.
3.9 Ensure a wide range of appropriate strategies are used to guide planning, teaching and learning.4 Outcome for Learners
The appointed person will be responsible for;
4.1 Promoting high outcomes across all aspects of the curriculum.
4.2 The development and implementation of systems for monitoring young people’s progress in relation to attainment, ability and their stage of development.
4.3 The development and implementation of appropriate targeted intervention to support improved social, behavioural and emotional wellbeing as well as academic outcomes for learners.
4.4 Co-ordination of baselining and examinations within the centre when required, ensuring appropriate arrangements are made for young people with the EOTAS examinations officer.
5 Care and Welfare
The appointed person will be responsible for;5.1 Promoting attendance, engagement and emotional wellbeing strategies within the centre.5.2 Developing opportunities to evaluate the voice of (young person, parent/carer, staff ) 5.3 Ensuring that the quality of the personal development and preventative curriculum is regularly reviewed to meet the needs of young people and promotes safety, resilience and independence.5.4 Collaborating with a range of professional services and agencies to provide holistic care to support each young person and staff.
5.5 Attending, and on occasion chairing multi-disciplinary meetings to support a young person referred to the centre.
6 Health and Safety
The appointed person will be responsible for;
6.1 Maintaining good order and discipline among young people and staff in accordance with the policies of EOTAS and the Education Authority, particularly safeguarding their health, safety and wellbeing.6.2 Ensuring the building is safe for provision and delivery of appropriate education for young people by reporting any concerns immediately to the appropriate person.7 Staff Cover

7.1 Organising the provision of appropriate staffing in the absence of a staff member.
