Request for Proposal – GLE & SRLE Consultant (Learning Exchange)
Global Fishing Watch (GFW) is an international, non‑profit organization that advances ocean governance through increased transparency. Founded in 2015 through a collaboration between Oceana, SkyTruth, and Google, GFW specialises in providing map visualisations, data, and analysis tools for commercial fishing activities. We operate in fifteen countries and collaborate with regional fisheries bodies to improve sustainability and combat illegal, unreported and unregulated (IUU) fishing.
Project Background
Transparency in the fisheries sector is essential for accountability and sustainable resource management. GFW will host two learning exchanges: a 2½‑day Global Learning Exchange (GLE) for core country governments and a 1½‑day Sub‑Regional Learning Exchange (SRLE) for the Gulf of Guinea region. Both meetings will be conducted in multiple languages (English, French, Spanish, Portuguese, Arabic, Vietnamese, and Mandarin) and will include simultaneous translation. GFW seeks an experienced consultant team to support the design, facilitation, and post‑meeting analysis of both exchanges.
Responsibilities
* Preparatory Phase
o Engage with the organizing team to refine objectives, agenda, and methodologies.
o Advise on pre‑workshop assignments for participants (e.g., short case write‑ups, data preparation, reflection exercises).
o Review and adapt preparatory materials and facilitation methods as needed.
* Facilitation Phase (During Workshop)
o Lead plenary sessions and coordinate session leads in interactive discussions and group work.
o Ensure inclusive participation, balancing diverse cultures, seniorities, and communication styles.
o Apply facilitation techniques that encourage participation, collaboration, problem‑solving, and consensus‑building.
o Manage sensitive discussions with tact and neutrality, maintaining a diplomatic environment.
o Capture emerging insights, decisions, and action points for wider discussion and reporting.
* Post‑Workshop Phase
o Provide a concise facilitation report summarising key discussions, outputs, and recommendations.
o Suggest follow‑up actions to sustain momentum.
Required Qualifications
* Proven experience facilitating multi‑stakeholder, multi‑lingual, international workshops, preferably involving government officials.
* Demonstrated ability to foster dialogue among workshop participants in multicultural and multilingual settings.
* Strong background in diplomatic and participatory facilitation techniques.
* Proficiency in planning, designing, and running a workshop, including defining objectives and outcomes, managing group dynamics, and preparing logistics.
* Knowledge of governance, fisheries, natural resource management, or related fields (asset, but not mandatory).
* Excellent interpersonal, communication (verbal and non‑verbal), and conflict‑management skills.
* Ability to remain neutral, guide decision‑making, and remain adaptive to ensure active participation of all attendees.
* Fluency in English (knowledge of other UN languages is an advantage).
Application Process
The consultant should submit a proposal by 4th December 2025.
* A CV or organisational profile and cover letter explaining your interest and qualification for the consultancy.
* A short technical proposal (2–3 pages) outlining preparation timelines, coordination, facilitation approach and methodology.
* A list of all staff members who will work on the assignment (if more than one), including their CVs.
* Examples of similar international assignments (preferably with references).
Deliverables
* Input into the workshop agenda and methodology to prepare participants prior to the event.
* Facilitation of the workshop, including plenary and breakout sessions.
* A facilitation report (10–15 pages per workshop) with key findings, action points, and recommendations.
Timeline
* Submit proposal to GFW – 4th December 2025
* Preferred vendor selected – 11th December 2025
* Project inception meeting – 18th December 2025
* Interim agenda and methodology presented – 18th January 2026
* Preparatory work for participants (GLE) presented – 18th February 2026
* Final agendas presented – 1st March 2026
* Global Learning Exchange and Sub‑regional Learning Exchange delivered – 28 March 2026
* Final report and After‑Action Review submitted – 28 April 2026
