Senior Programme Officer - Urgent Emergency Care Team

The Integrated Care Board (ICB) and Integrated Care System (ICS) have four key purposes:

We are looking to recruit to a key role within the UEC team, supporting the delivery of the discharge improvement programme in 25/26. This programme is high profile, being a critical part of the system operational plan, aiming to reduce delayed discharges and help BNSSG meet its performance targets related to UEC, including ambulance response times and emergency department delays.
Main duties of the job
The Delivery Support role is a key member of the urgent & emergency care team, within the Performance & Delivery Directorate. The post will help improve performance across BNSSG's urgent & emergency care services, including 111, ambulance services, community services, & acute hospitals.
Engage & involve stakeholders to ensure proposals deliver expected benefits.
Organise events, workshops & meetings.
Identify, assess & manage risks & issues, implementing resolution and escalation processes.
Identify dependencies, activities & milestones.
Develop & produce programme communications.
Support teams in planning, managing & delivering tasks/projects effectively.
Coordinate & participate in programme meetings, providing advice & support.
Contribute to developing key performance indicators for performance assessment.
Achieve quality outcomes, prioritize workload, and meet deadlines.

Job responsibilities
Assist the Head of UEC in managing the programme, providing light-touch PMO support.
Manage Project 3 Cycle times, including documentation and delivery support through system working groups and governance layers.
Support Project 1 as needed with planning and documentation.
The candidate should have experience in project and programme management, stakeholder engagement, and operational discharge pathways. Knowledge of improvement methodologies like LEAN is desirable but not essential.

* Degree or equivalent experience in a relevant field.
* Training/experience in programme/financial management or change processes.
* Understanding of health service performance evaluation.
* Experience in communication and stakeholder management.
* Knowledge of project management and health information systems.
* Workforce development experience.
* Proficiency in Microsoft Project, ECDL.
* Public sector experience preferred.
* Understanding of health and social care roles.
* Excellent communication, report writing, and presentation skills.
* Proven project management success.
* Skills in complex communication and relationship nurturing.

* Ability to analyze, interpret, and evaluate information.
