Overview
The Change Systems Manager role is focused on developing and managing the HMPPS Gateway Management System and HMPPS EQuiP process management system to support the delivery, implementation, and embedding of organisational change., The Change Systems Manager will leverage digital systems including Microsoft Power Platform and process management software to provide effective change and process management tools and systems. Working closely with the Change Delivery teams, the Change Systems Manager will manage a team to identify opportunities to continuously improve processes and provide a fully functioning change service from development through to delivery with MI Data reporting to HMPPS senior leaders. Change Systems is a national team with tools deployed to support the whole of HMPPS and therefore there is an expectation that travel across the country may be required including some overnight stays.,
Responsibilities
* Team Leadership: Lead and manage the Change Systems team, fostering a collaborative and high-performance culture. Provide line management and support to team members, including performance reviews and professional development.
* Stakeholder Engagement: Engage with key stakeholders to ensure promotion, alignment and effective communication regarding change systems throughout the change process.
* Change Management: Lead the planning, execution, and monitoring of change systems across HMPPS, ensuring smooth transitions and minimal disruption to operations. Utilise industry best practices and methodologies to facilitate successful change adoption.
* Power Platform Utilisation: Harness the potential of the Microsoft Power Platform to develop and implement digital solutions that support change management efforts. Leverage Power Apps, Power Automate, and Power BI to streamline processes, enhance productivity, and enable data-driven decision-making.
* Compliance Management: Ensure all change systems initiatives comply with relevant regulations and standards.
* Change and Process Excellence: Drive continuous improvement in change management systems and business processes, ensuring best practices are implemented.
* Risk Management: Integrate risk management principles into change systems processes, ensuring that potential risks and uncertainties are identified and addressed proactively. Conduct comprehensive risk assessments for change initiatives, evaluating the potential impact and likelihood of risks on project objectives. Utilise established risk assessment methodologies to prioritise risks and develop mitigation strategies. Develop and implement risk mitigation plans to address identified risks and minimise their impact on change projects. Collaborate with cross‑functional teams to implement control measures and monitor risk mitigation activities.
* Performance Monitoring and Reporting: Monitor and report on the performance of change systems initiatives and business process improvements, providing insights and recommendations to the organisation.
* Accessibility: Ensure that change systems are accessible and user‑friendly for all staff.
* Customer Service: Deliver high‑quality customer service to internal and external stakeholders, ensuring their needs are met effectively.
Qualifications
* Process Management and Power Platform experience.
* Must have experience of working within complex organisations.
* Experience of implementing quality assurance frameworks and continuous improvement strategies.
* The post holder will need to have been involved in large‑scale complex change initiatives within large unionised organisations.
* Must have highly developed ICT skills across the full range of Microsoft Office applications.
* Experience with Microsoft Power Platform, Digital Environment Management, Microsoft Project for the Web, and Process Management Systems.
* Delivering at Pace, Developing Self and Others, Making Effective Decisions, Managing a Quality Service.
* Presentation Level of security checks required DBS Standard.
* Eligibility: All candidates are subject to security and identity checks prior to taking up post.
Working Arrangement
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non‑contractual form of flexible working that blends working from your base location, different MoJ sites and/or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone's circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre‑employment checks. Standard full‑time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part‑time, flexible and job‑sharing working patterns, where they meet the demands of the role and business needs.
