Are you an experienced finance professional looking for a new challenge within a dynamic and forward-thinking local authority? West Berkshire Council is seeking a Senior Finance Manager to join our Finance and Property Service, reporting to the Acting Head of Finance & Property.
As the Senior Finance Manager for Capital and Treasury, you will play a crucial role in the effective financial management of the council's capital programme and treasury function. You will be responsible for providing expert advice and guidance on all aspects of capital financing, treasury management, and financial planning. Key responsibilities include:
1. Leading the preparation and monitoring of the capital programme, ensuring accurate and timely reporting
2. Managing the council's treasury function, including cash flow forecasting and investment management
3. Providing strategic financial advice to senior stakeholders, supporting decision-making and ensuring value for money
4. Overseeing the production of statutory financial statements relating to capital and treasury
To excel in this role, you will need:
5. A recognised accountancy qualification (CCAB or equivalent)
6. Extensive experience in a senior finance role, ideally within the public sector
7. Strong technical knowledge of capital financing, treasury management, and financial reporting
8. Excellent communication and stakeholder management skills
9. The ability to work effectively as part of a team and deliver to tight deadlines
