We are looking for an AAT qualified (or equivalent) individual to join as a Technical Finance & VAT Officer and provide support across the Finance, Procurement and Risk function and the wider organisation. As a team we are developing and improving our service, making this a great opportunity for staff to be part of this ongoing transformation.
To manage the closure and reconciliation for your area of responsibility to facilitate the production of the Council's published financial statements that the Council has a statutory duty to produce. To be in accordance with the relevant accounting standards, agreed Council policies and legislative requirements, in order to meet statutory deadlines and obtain an unqualified audit opinion and discharge the obligations of the s151.
To support the Technical Finance Manager in relation to contact with the External Auditors for the annual audit of the council's statement of accounts including disseminating information/queries to the wider team and ensuring that these are resolved in a timely manner.
To monitor and interpret changes in accounting practice and support the Technical Finance Manager in implementing these in respect of the Council's accounts, this will be for both in year impact and future proofing the accounts
To produce regular revenue forecasts for your area of responsibility for inclusion and submission to CMT and Cabinet.
To manage the closure and reconciliation for your area of responsibility to facilitate the production of the Council's published financial statements that the Council has a statutory duty to produce.
To provide specialised VAT advice to officers across the Council, liaising with the Council's external VAT advisers on more complex VAT related issues, interpreting and distributing information to Officers as required. Liaise with the Council Officers in order that VAT issues attached to new schemes are identified and managed in order to facilitate the smooth delivery. Keep the Council's VAT manual up to date. To lead on implementing any changes to VAT rates and to attend VAT conferences and training sessions as applicable. Ensure that VAT returns are completed in a timely manner.
To complete corporate returns required by Central Government, Chartered Institute of Public Finance and Accountancy and other organisations to facilitate the comparison of information within local government, meet our statutory responsibilities and recover any income or grants due to the Authority.
To support the Finance Manager on Business Rates including developments/changes and the impact of these over the medium term financial planning cycle (4 years), advising the S151 and Deputy S151 of implications.
To promote and encourage the development of financial knowledge throughout the organisation with regards to VAT.
To develop this role by utilising the Capital and Treasury accountant to enhance your understanding of Capital and Treasury accounting, providing cover where necessary.
To review working practices with a view to continually improve our service.
To take personal responsibility for health and safety at work and ensure adherence to the relevant policies and procedures
To be the responsible officer and key contact for some external funding opportunities.
To undertake such duties appropriate to the grade and character of work as may be reasonably required by the Council, Chief Executive, Director of Finance and Corporate Services or Financial Services Manager.
To comply fully at all times with the Council's policies and ensure that guidance and instruction are adhered to.
