Sandwell Council is extending and strengthening its borough-wide Anti‑Social Behaviour (ASB) Service as part of a significant investment to deliver a single front door and structured triage model.
We are recruiting permanent ASB Officers to join a dedicated borough‑wide team responsible for managing ASB cases from first report through to resolution. This is an opportunity to be part of a redesigned service focused on early intervention, robust enforcement where required, and improving outcomes for victims and communities.
You will hold and progress a mixed caseload that includes both community/location‑based ASB and personal/victim‑focused cases. You will work in a trauma‑informed, victim‑centred way, ensuring proportionate action is taken to reduce harm and prevent escalation.
Key Responsibilities
* Complete proportionate risk assessments and develop safety and reassurance plans
* Manage cases end‑to‑end, from intake through to closure
* Gather evidence, take statements and seek subject representations
* Deliver early interventions, restorative approaches and tenancy remedies
* Prepare legal bundles and attend court where required
* Contribute to Borough and Town Tasking, hotspot activity and visible outcomes
* Work closely with Police, Registered Providers and other partners
* Maintain accurate and defensible case records in line with statutory guidance
Essential requirements
* Current or recent experience in Anti‑Social Behaviour, Community Safety, Housing or Neighbourhood Management
* Experience managing a mixed caseload from report to resolution, including risk assessment, early intervention and proportionate enforcement
* Working knowledge of ASB legislation and statutory guidance, including safeguarding responsibilities and the Anti‑social Behaviour, Crime and Policing Act 2014
* Ability to gather evidence, take statements and prepare clear, defensible case records, including legal documentation where required
* Strong communication and decision‑making skills, with the ability to engage confidently with victims, subjects, partners and Elected Members
This is a high‑profile role supporting a service managing complex community harm, safeguarding risk and statutory responsibilities. The successful candidate will be analytical, accountable and confident in driving continuous improvement.
