Traffic Regulation Orders ClerkHighways & Transport – Environment & Infrastructure
About the RoleWe’re looking for a detail‑driven Traffic Regulation Orders Clerk to join our Traffic Regulation Orders Team. You’ll play a key part in supporting Surrey’s Highways & Transport service by producing both temporary and permanent Traffic Regulation Orders (TROs) and ensuring all legal requirements are met before works take place on the highway.
This is a specialist role where accuracy, organisation and clear communication are essential. You’ll work closely with Area Highway Teams, engineers, senior solicitors, elected members and external partners such as Statutory Undertakers, Network Rail and developers.
What You’ll Be Doing- Producing statutory notices, legal documents and Traffic Regulation Orders within strict timescales.- Providing legal and procedural advice to engineers, members and external stakeholders.- Ensuring the organisation meets its legal duties and that all TROs are sealed before works begin.- Liaising with internal teams and external agencies to understand requirements and progress orders.- Preparing reports, collating data and supporting research to meet statutory and service needs.- Managing your own workload, planning ahead and adapting to changing priorities.
What You’ll Bring- Education to A‑Level, HNC or equivalent, or relevant vocational qualification (Level 3/4).- Strong understanding of traffic management techniques and current legislation, including the Road Traffic Regulation Act and procedural guides.- Ability to produce accurate legal articles for Traffic Regulation Orders.- Excellent IT skills (MS Office, databases).- Clear written and verbal communication skills, able to explain technical issues to non‑technical audiences.- Strong organisational, analytical and administrative skills.- A methodical approach to gathering, recording and reporting information.- Previous experience in a relevant environment.
