Middlemore is working on a retained basis with a well-known utilities business based in the Southwest of England, to appoint a Regulatory Policy Manager. This role is integral to the future success of the organisation, offering a significant opportunity to shape and lead new regulatory policy development. You will be responsible for mapping our regulatory policy to ensure it remains current and aligns with both current and future requirements. Additionally, you will identify and implement external regulatory changes to support our ambitions for customers, communities, and the environment.
The Regulatory Policy Manager will bridge strategy, policy, regulation, and operations. Key responsibilities include managing major regulatory policy submissions and consultation responses, collaborating with other functions, and shaping new policy priorities. You will deliver a portfolio of interventions aimed at external change through stakeholder engagement, advocacy, and thought leadership.
This role requires confidence and impact when engaging with senior internal and external stakeholders, supported by strong strategic and communication skills.
Responsibilities
1. Analyze external regulatory developments: Understand opportunities and translate them into a structured portfolio of policy interventions.
2. Ensure policy alignment: Support the Director of Regulatory Policy in driving organisational alignment around the regulatory change agenda.
3. Lead responses to consultations: Manage the company's responses to government and regulator consultations, securing buy-in from the Executive Team and Board as needed.
4. Stakeholder engagement: Implement a policy engagement programme to effect change, working with business leaders and external affairs teams.
Candidate Profile
* Experience in utility/infrastructure regulation within the utilities industry or similar infrastructure sectors.
* Background in regulatory policy and strategy development, including advocacy skills.
* Excellent analytical, drafting, and communication skills.
* Experience managing a portfolio of initiatives with cross-functional teams.
* Proven track record of achieving external stakeholder-driven change.
* Strong attention to detail and ability to manage multiple work streams.
