At the Environment Agency we strive to leave a legacy of environmental and community benefit for future generations. The Commercial Assurance and Framework Management Team supports Integrated Delivery Management teams across the country, championing effective governance and commercial assurance to achieve the best value for money. This role is essential to the success of our projects by supporting the commercial governance of contracts with key consultancies and contractors, developing and managing pathfinder programmes that embed best practice, and building long‑term collaborative partnerships. The position is full‑time and based in Norwich, England, United Kingdom.
Responsibilities
 * Support the commercial governance of contracts with key consultancies and contractors, ensuring budget and value for money outcomes.
 * Help set up and manage pathfinder programmes that embed best practice and foster long‑term collaborative partnership arrangements.
 * Provide country‑wide support to Integrated Delivery Management teams and the wider Project Management community, championing governance and commercial assurance.
 * Develop excellent internal and external relationships, becoming an expert on contractual and commercial interpretations within a high‑performing team.
 * Participate in incident response duties when required as part of the Environment Agency’s commitment to protecting communities and the environment.
Qualifications
 * Essential: A‑Level or Level 3 qualifications (or equivalent).
 * Skilled communicator with strong interpersonal and influencing skills.
 * Stakeholder management experience.
 * Strong data and document management skills.
 * Commercial acumen: ability to analyse business situations, assess proportionate risks, and deliver value for money solutions.
 * Administration skills – strong organisation, ability to draft minutes and reports.
 * Willingness to undertake long‑term professional qualifications (e.g. NEC training, CIPS). Confidence to ask questions to drive development.
 * Interest in infrastructure, construction or environmental programmes.
 * Desired: Degree or equivalent professional qualification.
 * Working towards status with a recognised professional body such as ICE, CIWEM, APM, CIPS or RICS.
 * Formal training in contract management (e.g. NEC, Contract Management Capability Programme).
