Overview
Suffolk County Council invites applications for the role of Specialist Learning Support Clinical Manager. Location: Endeavour House, Russell Road, Ipswich, hybrid working. Salary: £48,163 per annum (pro rata). Hours: 37 per week, flexible working options available. Contract: Permanent.
We are seeking a highly experienced registered nurse (Paediatric or Adult) who shares our values and vision of supporting children and young people with complex medical needs to access education. Our existing Clinical Manager and two Clinical Care Coordinators support a team of Specialist Learning Support Assistants in schools or at home as needed.
Responsibilities
* Oversee the day-to-day management of the specialist learning support service, including management of the care coordinators.
* Ensure all Specialist Learning Support Assistants are assigned to care coordinators for training, monitoring and supervision.
* As part of your NMC registration, ensure care coordinators delegate medical interventions to non-clinical staff in line with CQC standards.
* Demonstrate financial acumen by ensuring best value and delivering the service to budget.
* Work in partnership with colleagues in education, health and social care; attend meetings as necessary to support the clinical needs of each child or young person.
* Communicate effectively with the team and with children and their families with sensitivity to diverse cultures and contexts.
* Contribute to coproduction by incorporating the voices and experiences of children, young people and families in service development and planning as part of the senior team.
* Under the Service Manager’s oversight, directly manage and support the professional development of a small team of Care Coordinators who line manage a team of Specialist Learning Support Assistants across school settings.
* Lead care coordinators to ensure skills and competencies of the team align with service guidelines and assessment frameworks for various medical interventions.
* Ensure accurate and up-to-date care plans and risk assessments for all children and young people served.
* Provide oversight for performance and quality standards, with clear vision and expectations.
* Set standards for recording and reporting and provide best practice examples.
* Ensure relevant policies and procedures are in place, regularly reviewed, and adhered to by all staff.
* Foster a culture of honesty, accountability and ongoing professional development within the team.
* Maintain high standards by working in accordance with statutory responsibilities, policies and service procedures, including confidentiality, training and equality standards at all times.
What you will need
* Current Nursing and Midwifery Council registration.
* Mentorship or teaching qualification.
* Experience with people with complex medical needs who rely on technology (e.g., tracheostomy, gastrostomy feeding, jejunostomy feeding, non-invasive ventilation, oral suction, oxygen therapy).
* Experience in managing people or supervising.
* Desirable: understanding or experience delivering clinical care under a CQC framework.

* The team is part of the wider Community Health Services with robust clinical governance.
* The team is overseen by a Clinical Manager who is a trained children’s nurse.
* There are two Clinical Care Coordinators (one full time and one part time) who are children’s trained nurses.
* The team consists of 23 Specialist Learning Support Assistants matched to CYP and supporting them in school settings or at home when unwell.
* The care coordinators split time between in-school work and time spent at home or in the office.
