Title: Project Controls Manager (PCM)
Location: Cumbria, Whitehaven (minimum 3 days per week on site)
Contract: Full-time inside IR35
Start Date: ASAP Subject to security clearance
Duration: Initially a 12 month rolling contract
Rate: Dependent on experience
Our key client is seeking an experienced Strategic Projects Project Controls Manager (PCM) to support delivery across a portfolio of high‑profile strategic projects within the nuclear sector.
This role sits within the Strategic Projects Core Team and plays a critical part in ensuring robust project controls governance, accurate reporting, and effective schedule, cost and risk management across multiple workstreams.
The Role
As Strategic Projects PCM, you will work closely with the Head of Strategic Projects, Workstream Leads, the Commercial Manager and the wider PMO function. You will be responsible for all project controls activities, providing timely insights and data‑driven reporting to support informed decision‑making across strategic programmes.
You will operate in a complex, regulated environment, ensuring project controls standards align with company governance while supporting delivery across client and supply chain interfaces.
Key Responsibilities
* Lead all Project Controls activities across Strategic Projects
* Develop, implement and maintain programme schedules and reporting structures
* Provide accurate, timely project and workstream reporting in line with contract and governance requirements
* Ensure compliance with project controls standards, processes and quality programmes
* Support development of project controls processes and procedures across Strategic Projects
* Deliver data‑driven programme reporting at project, workstream and portfolio level
* Work closely with cost, risk and commercial teams to provide integrated performance insight
* Support supply chain and subcontract strategies, ensuring project controls requirements are embedded
* Provide project controls input into new task orders and strategic initiatives
* Build and maintain strong relationships with client and subcontractor stakeholders
* Contribute to wider teams PMO reporting requirements
* Apply a proactive, pace‑driven (“Region D”) approach to schedule, risk and decision‑making
Skills, Experience & Qualifications
Essential:
* Minimum 10+ years’ experience in Project Controls delivery (15 years preferred)
* Proven experience working as a Project Controls Manager on complex programmes within the UK nuclear industry
* Strong Primavera P6 experience
* Excellent analytical skills with ability to present meaningful performance indicators
* Strong stakeholder management and communication skills
* Ability to support delivery through data analysis and constructive challenge
Qualifications (or equivalent experience):
* Primavera P6 Formal Certification
* One of the following (or equivalent):
* ECITB Level 6 Diploma in Advanced Project Controls
* APM Project Planning & Control
* APMG Project Planning & Control Practitioner
* APMQ desirable
Work Location & Requirements
* Based in Cumbria, Whitehaven with 3 days per week on site/office
* Ability to travel locally within Cumbria occasionally
* Security clearance and site access required
* Immediate available security cleared P4 candidates preferred (flexibility to wait for the right candidate)
