The Major Hazards Risk Assessment Unit (MHRAU) within CEMHD is responsible for contributing to the regulation of onshore major hazard sites, focusing on assessing risks from Control of Major Accident Hazards’ (COMAH) establishments. The unit collaborates with other government departments, including those in Scotland and Wales, providing statutory land use planning advice on development around major hazard installations and pipelines to local authorities, duty holders, developers, and the public. MHRAU also advises on hazardous substances consent applications for proposals involving significant quantities of flammable or toxic substances, ensuring public safety in land use planning related to major hazards.
The unit's statutory activities cover over major hazard onshore installations, including pipelines, under regulations such as:
* The Planning (Hazardous Substances) Regulations (Hazardous Substance Consent, HSC).
* Control of Major Accident Hazard Regulations (COMAH).
* The Town and Country Planning (Development Management Procedure) (England) Order.
Your role will include:
* Evaluating technical risks to people associated with COMAH establishments, focusing on major hazard risk assessment rather than occupational risk.
* Providing statutory and commercial advice on risks from onshore major hazard installations and pipelines to stakeholders, including local planning authorities, government departments, and developers.
* Maintaining technical policy topics, methodologies, hazard assessment tools, and supporting guidance.
* Commissioning and overseeing scientific studies.
* Representing HSE at legal appeals, inquiries, and technical gatherings.
Note: This role requires occasional travel to sites, which may involve overnight stays.
Training:
As a Specialist Inspector, you will undergo a two-year Specialist Training Programme (STP), including legal, technical, and on-the-job training to become an established practitioner.
