We’re on the lookout for a knowledgeable, hard-working IT Procurement Manager to join our team based in One Lancashire and South Cumbria, hosted by East Lancashire Hospitals. You will be responsible for providing dedicated procurement support to all Trusts.
Objective
The objective of the role is to identify, develop and deliver credible savings/work plans within the IT category and engage with stakeholders for the corporate functions, while ensuring all procurement activity is undertaken in accordance with public procurement legislation and Trust standing financial instructions.
Key Responsibilities
* Identify, develop and deliver savings/work plans within the IT category.
* Engage with stakeholders for corporate functions and ensure compliance with public procurement legislation and Trust financial instructions.
* Support customers to deliver value for money on projects ensuring legal compliance.
* Work within the Procurement Tower to support the delivery of the procurement strategy and achieve balanced scorecard targets, including savings and efficiency, compliance with regulations, and customer service.
* Present the procurement cluster as a progressive and responsive group, build collaborative relationships, and provide new thinking to influence system improvement and efficiency.
* Contribute to strategy and direction of the One LSC Procurement team and work on specific projects within agreed timelines and outcomes.
* Provide professional support to users regarding procurement processes, EU regulations, and required procedures.
Qualifications
Must be an IT Procurement Specialist with in‑depth knowledge of supplier technology and services, and experience negotiating enterprise contracts across a variety of IT categories, specifically:
* Acquisition of software, hardware, maintenance/support.
* Acquisition of IT managed services/out‑sourcing arrangements.
* Experience working with a variety of IT suppliers.
* Lead colleagues through all steps of procurement processes to ensure best value for money and risk mitigation.
* Negotiate with suppliers to establish commercially robust agreements.
