Job Description
The Head of SPEO is responsible for leading the enterprise change function within FGFS, ensuring strategic initiatives are well-prioritised, governed, and delivered through a combination of internal teams and delivery squads. This role bridges business outcomes with delivery execution by coordinating change planning, readiness, and tracking across all in-scope initiatives — including those delivered via third parties.
The role also ensures that ‘non-digital’ elements of change (e.g. training, comms, policy updates, regulatory alignment) are scoped and owned, and that FGFS maintains visibility, control, and accountability over delivery without defaulting to traditional project models.
Key Responsibilities:
• Change Portfolio Ownership
Own and manage the FGFS strategic change portfolio, ensuring all change initiatives are prioritised, tracked, and aligned to business objectives and OKRs.
Work with Business Owners to shape outcomes and ensure delivery squads are aligned to priority areas.
• Delivery Integration & Oversight
Ensure business engagement with delivery squads is structured, visible and resourced appropriately (e.g., assigning Business Owners or SMEs).
Act as escalation and coordination point across multiple squads where dependencies or conflicting priorities arise.
• Enterprise & Large Programme Delivery Management
Line-manage Enterprise Delivery Manager(s) & Programme Managers, who oversee cross-squad or whole-of-business initiatives.
Ensure the end-to-end change is considered, including business readiness, communications, process redesign and compliance.
• Governance & Reporting
Lead the end-to-end change governance model – including steering forums, decision-making pathways and stakeholder engagement.
Provide clear, concise reporting to executive leadership on delivery progress, risks, readiness and business impact.
• Capability Building
Develop and coach FGFS business owners and stakeholders on their role in agile delivery environments.
Work with squads and partner organisations to continuously improve delivery ways of working without undermining pace or accountability.

Qualifications
* Strong experience in enterprise change delivery within regulated environments (preferably Financial Services).
* Demonstrated ability to work across business and technology boundaries to ensure end-to-end delivery.
* Deep understanding of agile and hybrid delivery models, including how to apply structure without over-governing.
* Skilled in managing cross-functional delivery environments, including external or third-party squads.
* Excellent stakeholder management, facilitation and communication skills.
* Strategic, yet delivery-focused – sees the bigger picture and drives outcomes
* Collaborative, pragmatic and confident in complex stakeholder environments
* Strong communicator and influencer, able to align diverse stakeholders
* A problem-solver who thrives in non-hierarchical, cross-functional structures
