Salary: £58,441 - £60,717 per annum
Basis: Full-time

Working hours: hours per week (banking 30 minutes per week to be used towards the shut down between Christmas and New Year)


Harlow Council is seeking an experienced Seniormercial Property Manager / Estates Surveyor to lead on the delivery of estate and property management services across its extensive and diverse non-housing land and property portfolio. This is a high-profile role that will support the town’s regeneration, maximise ie, and ensure effective estate management across a wide range of investment,munity and operational assets.
You will lead themercial Property Management Team and act as the Council’s principal representative in all landlord and landowner matters. This rolebines strategic leadership, operational delivery, and professional expertise in property management, estate surveying, valuation, and regeneration.

Key Responsibilities:
1. Leading on the implementation of the Council’s Asset Management Strategy.
2. Managing and developing themercial Property Management Team.
3. Overseeing lease negotiations, rent reviews, and service charge management.
4. Leading on property acquisitions, disposals, and valuations.
5. Providing strategic advice on estate management and property law.
6. Supporting regeneration projects and infrastructure delivery.
7. Ensuring statutorypliance and maintenance of robust property data systems.
8. Representing the Council in legal, financial, and stakeholder negotiations.
9. Championing cross-service initiatives and collaborative working.

Experience and Skills required:
10. Degree or postgraduate diploma in surveying or property management.
11. Extensive experience inmercial property and estate management.
12. Strong leadership and strategic planning capabilities.
13. In-depth knowledge of landlord & tenant law, valuation principles, and asset management.
14. Excellent negotiation,munication, and analytical skills.
