Part time Parish Council Clerk/RFO – 20 hrs per week, pay rate negotiable based on qualifications & experience.
Probus Parish Council is seeking a Clerk / Responsible financial officer, preferably, with a CiLCA qualification and previous experience of these roles. Applicants with a good standard of further education and willingness to study for and achieve a CiLCA qualification are also encouraged to apply.
This is a permanent part time post for 20 hours per week. The role will be a combination of remote working and community based and will require attendance of evening Parish Council meetings in Probus.
The salary for the post, depending on experience/qualifications will be in accordance with the National Local Government Spinal Column LC2 points 18 – 30 (£16.35 – £21.14)
An interest in and/or affinity with Probus as a neighbourhood & community is an important part of the role.
About Probus
Probus Parish, located in mid-Cornwall, is a vibrant village with approximately 930 households and a population of approximately 3,200, known as the gateway to the Roseland Peninsula. Historically significant with the highest church tower in Cornwall dating back to 643 AD, the parish combines rural charm with expanding residential and community facilities. The community largely commutes to nearby towns for work and education but maintains local amenities including shops, a doctors' surgery, an active primary school, a vibrant village hall.
The council's expenditure budget for 2025/26 was supported by a precept of £77,990 from Cornwall Council. The council delivers a range of services including a medium sized play area, a multi-use games area, car parks, cemetery, one small public convenience. Administrative functions include planning and support for local organisations.
Responsibilities
The Clerk to the Council will be the Proper Officer of the Council and as such, is under a statutory duty to carry out all the functions, and in particular, to serve or issue all the notifications required by law of a Local Authority's Proper Officer. - The Clerk will be totally responsible for ensuring that the instructions of the Council, in connection with its function as a Local Authority, are carried out. - The Clerk is expected to advise the Council on, and assist in the formation of, overall policies to be followed in respect of the Authority's activities and in particular to produce all the information required for making effective decisions and to implement constructively all decisions. - The person appointed will be accountable to the Council for the effective management of all its resources and will report to them as and when required. - The Clerk will be responsible for all the financial records of the Council and the careful administration of its finances.
