Digital Systems Manager Temporary 6 months (with possible extension) The Role: To provide a specialist technical and business expertise for the diverse range of IT Line of Business Systems and Services. These services are provided for the management of Line of Business, Operational, Technical and Specialist systems and applications to include hardware, software, training, project management, IT services and IT related communication resources. To ensure the effective and efficient provision of support and services, including development and maintenance, of IT Line of Business Systems in line with NIFRS organisational need. Responsibilities: To provide a specialist technical knowledge and business expertise for the management of IT Line of Business (LOB) Systems and Services including, but not limited to Finance, HR, Stores, Prevention and Protection, Fleet and Operational Applications. Manage and participate in the development and implementation of NIFRS IT LOB existing systems and new projects to meet business goals and objectives. Manage the day-to-day LOB IT Systems Service Requests and Incidents using a Service Management tool, ensuring SLA standards are in place and met both internally and externally. This includes working with a wide range of external suppliers and internal stakeholders to troubleshoot and resolve issues. Responsible for the management of existing and new systems infrastructure, ensuring compatibility, security and asset management across all IT systems hardware, software and licensing. To participate in formal and informal discussions and meetings with both internal management, staff and external suppliers in relation to tender and quotation responses, contractual services, providing complex technical knowledge for support issues and site demonstrations. Communicating technical issues/incidents to service users and key stakeholders. To identify, evaluate and implement decisions to IT applications which have a major impact on service provision, the public and other organisations. Co-ordinate change release and change management activities associated with system upgrades or changes with all stakeholders, including the BSO Change Advisory Board (CAB). To contribute to the development and maintenance of Service Transition Assurance Process (STAP) documentation. To assist in actively managing and controlling operational risk of services. To manage the analysis of user requirements, design, implementation, development, testing, documentation and support of complex IT solutions. Providing advanced and specialist knowledge. To design, deliver and provide training for NIFRS staff online of Business Systems as required. Ensuring all operational documentation and policies are created and kept up to date. To participate fully in quality initiatives particularly those involving the application of ISO 20000. To monitor and maintain performance of IT services ensuring adequate capacity and availability of services taking both proactive and reactive action when required. To act as the primary point of contact in the absence of the Head of IT for relevant services and in the event of a Business Continuity/Disaster Recovery. To manage a workload of conflicting and competing priorities with deadlines subject to change depending on the business needs. Business Planning To work with senior staff, both within IT and across the organisation, to assist in delivery of the overall strategic priorities of the organisation. To have lead responsibility for all IT line of business systems to develop solutions and options to IT related problems. Which requires creativity and innovative input in a diverse range of subjects. Assist to deliver forecasting information and expert advice on a range of organisational-wide change projects and policy initiatives; and use initiative to develop innovative solutions. Assist to drive future devolution of the IT Key Line of business systems functions and other strategic service delivery changes. To assist Senior Management and Directorate to prepare business cases, tenders and quotations in line with financial and procurement regulations, policies and procedures and corporate timescales and ensure good contract management. To provide specialist support to the development of IT management strategies, plans and targets, including budgets, covering a period of up to 10 years. Essential Criteria: Possess a university degree level qualification or equivalent professional qualification in a relevant subject (e.g. ICT, Systems Development, Computing) AND Have at least 2 years' experience in a Systems Manager role. OR Have a Higher National Diploma (HND) qualification in a relevant subject (e.g. ICT, Systems Development, Computing) AND Have at least 3 years' experience in a Systems Manager role. OR Demonstrate by providing examples at least 5 years' experience in a Systems Managers role. Excellent planning and organisational skills. Ability to produce accurate work. Excellent communication skills (both oral and written) A strong customer orientation. Possess a full, current UK driving licence or have access to a form of transport which enables them to fulfil the full requirements of the job. Have experience in managing and upgrading IT systems with an ability to troubleshoot advanced technical issues. Desirable Criteria: Experience of working within local government or public sector.
