Role: Programme Lead - Local Government Reorganisation (LGR)
Type: Interim Contract 4 to 6 months
Salary: 550 - 750 per day (Umbrella, DOE)
Hybrid or Remote: Remote (occasional travel)
Location: Lincolnshire
Sellick Partnership is partnering with a Local Authority to recruit a Programme Lead - Local Government Reorganisation (LGR) on an interim basis.
The Responsibilities of the Programme Lead will be:
* Leading the development and delivery of the council's full LGR proposal for submission to Government in November 2025.
* Acting as the key contact for the SRO and LGR Programme Board, overseeing all programme activity.
* Managing the programme timeline, governance, risk register, and stakeholder engagement.
* Building strong working relationships with Elected Members, senior officers, and neighbouring councils.
* Leading cross-functional teams and managing external advisers to ensure the proposal meets Government criteria.
* Managing the programme budget and ensuring statutory compliance throughout.
The Ideal candidate for the Programme Lead role will have:
* Senior-level programme leadership experience within a local authority or similar public sector organisation.
* In-depth understanding of Local Government Reorganisation (LGR) or similar large-scale public sector transformation.
* Political awareness and experience engaging with Members, Government, and senior stakeholders.
* Proven ability to lead complex change across multiple organisations or directorates.
* Strong strategic thinking, programme management, and report writing skills.
* A credible and resilient leadership style with a strong commitment to public service outcomes.
