Job Description:

The VCCS - System Office Senior Accountant performs system-wide general accounting functions. The position provides assistance and backup to the financial statement preparation process, specifically CAFR, schedules, and footnotes and fiscal guidance and oversight to the 23 community colleges and two agencies (System Office (SO) and Shared Services Center (SCC)).

Specific responsibilities of the Senior Accountant include, but are not limited to the following:
1. Prepare journal entries, deposits, non-AP disbursements, and year-end accounting entries
2. Serve as the back-up to the business manager to include preparing accounting entries and managing the small purchase credit card download into our PeopleSoft accounting system
3. Respond to college inquiries
4. Manage and coordinate the annual 1098-T reporting process
5. Agency Risk Management and Internal Control Standards (ARMICS) coordinator for the agency’s System Office; provide guidance to the colleges and ensure the completion of the ARMICS certification by the deadline.
6. Manage the Schedule of Federal Expenditures Activity (SEFA) reporting to include providing guidance to the colleges, preparing year-end schedules, completing the annual Dept of Accounts (DOA) Attachment HE-7, and responding to the Auditor of Public Accounts (APA) questions
7. Complete quarterly pass-through confirmations for federal grants
8. Complete various fiscal year-end tasks
9. Act as the coordinator between the agency’s Shared Services Center (SSC) Procurement Office and the community colleges for the reporting of lease purchases, as required by GASB 87, and Subscription Based Information Technology Agreements (SBITA’s), as required by GASB 96
10. Update the State Lease Accounting System (LAS Plus), as needed. Prepare related year-end accounting entries
Minimum Qualifications:

Knowledge
11. In-depth knowledge of generally accepted accounting principles, practices, and governmental accounting standards (GAAP)
12. Familiarity with various Government Accounting Standards Board (GASB) requirements
13. Working knowledge of complex automated financial systems, such as PeopleSoft Administrative Information System (AIS), Cardinal, or other Oracle-based programs
14. Working knowledge of financial statement preparation, including footnote preparation
15. General knowledge of higher education and applicable federal and state guidelines
16. Knowledge of federal programs including federal cash management standards
Skills
17. Intermediate knowledge of MS Excel and Word
18. Excellent communication skills, both oral and written
19. Excellent customer service skills

Additional Considerations:

29. Combination of relevant experience and education typically obtained through completion of a bachelor’s degree that provides the required level of knowledge, skills, and abilities to successfully perform the functions of the job.
30. Working knowledge of GASB standards
31. Working knowledge of annual SEFA reporting
32. Working knowledge of ARMICS reporting
33. Working knowledge of PeopleSoft AIS software
34. Higher education general accounting experience
35. State or local government general accounting experience
