How you'll make a difference:
As Risk and Insurance Manager, you will oversee the insurance and risk function, leading on a proactive insurance service and supporting the development of the council's risk management framework and strategy, including associated risk register monitoring activities. You will be responsible for handling all insurance-related matters, including efficient claims management, overseeing the insurance reserve, delivering value for money within the insurance contracts, and leading the procurement of insurance policies and renewals with a net budget of £97,600.
What you will be doing:
1. Managing the council's risk management activities, providing assurance that effective risk management arrangements are in place, and supporting the development and implementation of the risk management framework and strategy, ensuring it remains within budget.
2. Providing specialist advice and consultancy on risk management, insurance, and liability issues to managers to support effective service delivery.
3. Staying updated on legislative frameworks and developing monitoring systems to ensure optimal insurance cover, minimize external premium costs, and maintain an appropriate internal insurance fund.
4. Managing the procurement process for externally purchased insurance policies, including regular contract monitoring and managing the insurance data dashboard and statistical information to inform decision-making.
5. Developing and maintaining procedures for an effective in-house claims handling service, ensuring team compliance, and consulting with external solicitors and barristers to achieve efficient financial outcomes.
6. Managing four direct reports, conducting regular appraisals, and supporting their development through recruitment, training, and motivation to ensure a highly professional service.
7. Having relevant professional accreditation, such as the Chartered Insurance Institute (advanced diploma) or equivalent, demonstrating knowledge, skills, and experience in insurance.
8. Possessing knowledge of relevant national and regional policies and legislation related to the public sector and the managed area.
9. Being an effective leader and people manager with experience in managing, coordinating, and planning a risk and insurance service, preferably in local government or similar public sector organizations.
10. Developing and maintaining complex partnerships, demonstrating excellent influencing and stakeholder management skills, and building strong relationships.
11. Having financial and commercial acumen with experience in managing budgets.
