Recruitment Solutions is seeking two experienced professionals for a Senior Transport Planner – Oxfordshire opportunity within the Place Planning Team at Oxfordshire County Council. These are 6-month contract roles with an immediate start, created to support the S106 Accelerated Delivery Programme.
The programme focuses on accelerating transport infrastructure delivery to enable sustainable growth, promote active travel, and meet climate objectives across Oxfordshire. One role includes a technical drawing focus for scheme design and visualisation, while the other centres on project delivery and stakeholder engagement.

Senior Transport Planner – Oxfordshire Responsibilities
6. Lead feasibility studies and options appraisals for transport schemes funded through S106 agreements.
7. Develop project briefs that embed active travel, climate priorities, and equalities.
8. Manage transport planning projects from concept through to delivery in line with local strategies.
9. Commission and manage consultants, applying a robust “check and challenge” approach.
10. Deliver stakeholder engagement and public consultation activities.
11. Prepare and present reports, briefings, and updates to senior officers and elected members.
12. Monitor progress, manage budgets, and support funding and business case development.
13. Collaborate with internal teams, external partners, and infrastructure providers.
14. Support and mentor junior team members.
Additional Duties (Technical Drawing Role)
15. Produce and review technical drawings and concept designs.
16. Develop visual materials for stakeholder engagement and consultation.

About you

Experience and Skills
23. Proven experience in transport planning, infrastructure planning, or a related field.
24. Strong project and programme management experience delivering complex schemes.
25. Experience working within or alongside local government or the public sector.
26. Good understanding of planning processes, transport policy, and infrastructure delivery.
27. Demonstrated stakeholder engagement and public consultation experience.
28. Strong communication skills with the ability to produce reports and present to varied audiences.
29. Experience managing budgets, consultants, and project timelines.
30. Ability to operate in a political environment and work with elected members and senior stakeholders.
Desirable
31. Experience in technical drawing or scheme design (required for one role).
32. Proficiency in design or mapping tools such as AutoCAD or GIS.
33. Postgraduate qualification in transport planning or a related discipline.
34. Membership of a professional body such as RTPI or CIHT.
35. Experience supervising or mentoring staff.
36. Enthusiasm for sustainable and innovative transport solutions.
