Procurement Lead – Business Support and HSE Category

MAIN MISSIONS
This role initially supports a major Iraqi project as part of the central remote support team. Flexibility and willingness to travel to Iraq are essential, especially during the early phases.
* Seeking high-caliber individuals to support the Business Support and HSE Procurement Category, managing security, logistics, IT, business support, and contingent labour, ensuring compliance with the Development and Production Contract, business priorities, and procurement procedures.
* Reporting to the Business Support and HSE Procurement Category Delivery Manager (CDM), acting as a procurement business partner for HSE, Security, and Facilities.
* Engaging with Legal, Finance, HSE, and P&O functions to ensure seamless procurement and contract management, aligned with policies, standards, and regulations.
* Developing and implementing category strategies, serving as an interface to stakeholders.
* Applying strong commercial acumen to ensure aligned, secure, compliant, and competitive procurement outcomes.
* Ensuring all activities comply with Iraqi laws, SCPP, and our clients' Code of Conduct, Anti-Bribery, and AML policies.
DELIVERIES
* Coordinating in-country procurement for security, logistics, IT, business support, and contingent labour.
* Supporting interface management between in-country teams, the national oil company, and remote category teams.
* Developing and executing the Business Support & HSE Procurement Category strategy, maximizing value, managing risks, and fostering innovation.
* Reviewing existing contracting processes and resources.
* Supporting end-to-end sourcing, including bid development, evaluation, and award recommendations.
* Negotiating contracts to deliver value and manage risks.
* Managing post-award activities: queries, invoices, change requests, renewals.
* Monitoring supplier performance and ensuring compliance with local content obligations.
* Supporting audits and ensuring policy compliance.
* Collaborating with technical and project teams to ensure delivery aligns with specifications and contractual agreements.
* Acting as a point of contact for suppliers, fostering relationships, and advocating for partnership opportunities.
* Promoting safety and compliance culture, monitoring contractor safety and compliance issues.
* Providing procurement advice, overseeing supplier performance, and leading sourcing initiatives to ensure best value and risk mitigation.
CANDIDATE PROFILE / QUALIFICATIONS
Degree in Procurement, Engineering, or related field; CIPS chartership preferred. Experience and attitude are critical, with qualities including:
* Passion for Oil & Gas and supply chain.
* Proven delivery in Business Support & HSE Procurement, preferably in oil and gas services with large capex or onshore scopes.
* Knowledge of PSCM contracting, supplier management, and project execution.
* Ability to collaborate across disciplines, cultures, and geographies.
* Strong commercial skills, negotiation experience, and stakeholder engagement.
* Business acumen, agility, and growth mindset.
* Experience in Oil & Gas, especially in Iraq or supporting Iraq-based businesses.
* Understanding of regional requirements, approvals, and processes.
* Excellent communication skills, relationship-building, and problem-solving abilities.
* Ability to work under pressure, prioritize, and influence stakeholders.
