There is a requirement for a Export Control Specialist providing a service to the Springfields site and reporting directly to the Director of Global Nuclear Safeguards & Strategic Export Programs. The role is required to ensure that all relevant export, import & Nuclear Safeguards regulations and procedures are interpreted, understood, and complied with.
Role Description ( this is not an exhaustive list of the role requirements):
Advice and instruction to the Springfields site:
1. Subject Matter Expert
2. Review export control policies and procedures
3. Design and implement workflow management system
4. Create export control procedure/manual
5. Export Control training
6. Independent Nuclear Assurance (INA)
7. Support and advice for new build and projects
8. Authorising End User Undertakings
9. Weekly meetings with Director of Global Nuclear Safeguards & Strategic Export Programs
10. Global Repository maintenance and updates
11. Issue of ‘Authority to export’
12. Provision of advice, education, and guidance as to what is licensable and reportable and all conditions that must be adhered to following the issue of a licence.
13. Internal and external sole contact for the Company in relation to Trade Compliance managing problems, queries, or anomalies.
14. Leads regular update meetings and ensures continual open communication with Export Licence Owners and Export Control Directors.
15. Host and organise external audits with ECJU.
16. Support customer internal audits.
Apply for licences on behalf of SFL/WEC UK:
17. Apply for export licences to Export Control Joint Unit (ECJU) on behalf of SFL/WEC UK, ensure licence conditions are adhered to and authorise exports
18. Apply for import licences to ONR on behalf of SFL
19. Authorised export/import licence signatory for the Company
20. Ensure DIT & BEIS additional conditions are adhered to prior to export following issue of licence.
21. Ensure DIT conditions are adhered to upon export when using a general licence.
Regulatory Reporting Requirements:
To undertake activities, maintain records and produce reports to enable the site to meet all relevant regulatory or governmental reporting requirements,
22. Monthly/weekly reporting to DESNZ
23. Annual reporting to ECJU
24. Response to DESNZ ‘inward assurance’ requests
25. DESNZ notification to register the initial use of a new licence
26. Quarterly and annual additional protocol reporting

Desirable skills / Experience / Qualifications
28. Ability to interpret instructions relating to regulatory compliance
29. Relevant experience of trade compliance in relation to nuclear fuel, technology, and goods
30. Previous experience of working closely with UK Government departments
31. Knowledge of the UK Strategic Export Control Lists
32. Professional qualification relevant to the role or a minimum of two years’ experience
33. Knowledge and understanding of relevant good practise regarding export control.
