The Role
This is an exciting time to join the team as we transform the way we deliver HR services across the council.
Our Workforce Service is seeking a Workforce Planning & Talent Officer to identify, develop and deliver plans to support talent management, attraction and retention of employees, succession planning, learning and development and career development in line with the council’s vision, to deliver a collaborative approach to key priorities and values.
Proposed interview date 27th May 2026.
Key Responsibilities
* Deliver a strategic workforce planning service across all directorates, working with HR Business Partners, managers and workforce data to identify current and future workforce needs and implement effective solutions.
* Work collaboratively with Organisational Development, Learning & Development, Recruitment and Talent Teams to address skills gaps, align learning activity and ensure resourcing plans support the Council’s Recruitment Strategy.
* Use HR metrics and workforce analytics to support evidence-based workforce planning, monitoring trends, risks and benchmarks across the organisation.
* Lead on talent identification and succession planning activities, supporting performance management processes and targeted development initiatives.
* Develop and deliver early careers initiatives including work placements, work experience, T-levels and engagement at careers events.
About You
* You will be a Learning & Development/Workforce/HR professional with a relevant qualification such as CIPD Level 5.
* Have knowledge and understanding of different approaches to workforce planning and development solutions.
* Experience of workforce planning and development including delivering effective and sustainable workforce planning and development solutions.
