A unique opportunity has arisen for a Strategic Change Programme Director to lead the Isle of Man Government Efficiencies and Change Programme for a 12 month limited term appointment. In this pivotal role, you will be accountable to the Chief Operating Officer as Senior Responsible Officer (SRO), providing strategic direction and ensuring the successful delivery of a major cross-governmental programme focused on delivering efficiencies, service improvements, and public value.
You will bring extensive expertise in Organisation Development & Design and Service Design, leading complex, multi-departmental initiatives that deliver significant cost savings and enhance the quality and effectiveness of public services. This is a fantastic opportunity for someone with exceptional leadership skills, a deep understanding of the public sector, and the ability to navigate a complex and politically sensitive environment.
About the Isle of Man Government Efficiencies and Change Programme.
Launched in 2024, the Efficiencies and Change Programme is a major cross-government initiative aiming to deliver £50 million in savings over five years. It supports Departments in delivering high-quality public services that are simpler, faster and better for the Isle of Man community.
The Programme focuses on long-term sustainability, transparency, empowering staff and achieving real, measurable savings. Progress is reported quarterly to ensure public accountability. At its core are five priority pillars:
* Digital Modernising systems and embracing technologies like AI.
* Contracts Improving procurement and public value.
* Assets Smarter use of buildings and infrastructure.
* People Equipping staff and redesigning roles for efficiency.
* Services Rethinking delivery to reduce duplication and improve user experience.

What you will do.
As Strategic Change Programme Director, you'll lead the delivery of a high-profile, multi-year transformation programme across the Isle of Man Government. This role requires strategic vision, strong leadership and the ability to drive measurable change across Departments, services, and culture, ensuring the Programme delivers lasting public value and real efficiencies. Key responsibilities include:
* Translating the high-level mandate into a clear strategy and roadmap.
* Leading delivery of complex projects and achieving target benefits.
* Building organisational capability and mentoring teams in cultural change.
* Managing a significant programme budget and ensuring ROI.
* Driving cross-government efficiencies and service improvements.
* Championing innovation, technology and data-driven decision-making.
* Engaging senior leaders, Ministers and stakeholders to maintain alignment and momentum.
