Workingacross all LTHT sites, you will play a pivotal role in ensuring the deliveryof high-quality, patient-centred services. You will work closely withclinical and operational teams to lead on business planning, governance,financial oversight, project delivery and performance management.

Job responsibilities
JOBPURPOSE/SUMMARY
Thepost holder provides management support to the CSU or a component part of theCSU. He/she will have responsibility for the performance of administrativeand clerical staff and will ensure that services are delivered within budgetto agreed quality standards and in accordance with agreed activity levels.
Thepost holder will also work with members of their CSU and other seniormanagers in the strategic development of the services provided by the CSU.This will include strategic and operational business planning and monitoring,and the development of relationships with key internal and external partners.The post holder will ensure the CSU functions as an integral part of theLeeds Teaching Hospitals Trust and that CSU and Trust-wide objectives areachieved simultaneously.
Devolved responsibility for bothpay and non pay budgets in the CSU
Responsible for staff who may workTrust-wide across several disciplines and clinical specialties
Assist in the performancemanagement of the CSU
Line manage administrative,clerical and secretarial staff within the CSU, and take managementresponsibility for their personal development and performance review
Responsible for the procurement ofmedical and scientific capital equipment
Assist in the operational aspectsof major service and capital planning
Contribute to developing andsustaining capacity and capability in the CSU
Lead specific project work onbehalf of the General Manager or Senior Leader
PRINCIPALDUTIES & AREAS OF RESPONSIBILITY
Act as Professional Secretary forthe CSU Quality Assurance Group.
Support the Lead GovernancePharmacist with assurance of action tracker & agenda planning.
Manages the process for thedelivery of the agreed performance management framework to effectivelymonitor the delivery of annual business plan, operational plan and otherNational Service Frameworks.
To be responsible for thecollection and reporting on CSU information for the performance reviewreports.
To manage the M&SE capitalprogramme within Pharmacy services and provide quarterly updates of theprogramme to Trust HQ. Plan the capital allocation by prioritising equipmentneeds for the CSU appropriately.
To be responsible for administeringMMPS meetings. To identify the information needs for these meetings andensure that it is sent out in a timely manner to enable managers to preparethemselves to make decisions at these meetings.
Manages the process for handlingpatients complaints by working with pharmacists and managers to investigateproblems. Ensuring the timely production of documentation to ensure responsesare made by the appropriate deadline in accordance with the standards laiddown by Trust policy. Identify any underlying issues and influence futurechanges to improve service delivery. Participates in the CSU involvement of patients andrepresentatives groups in service planning and development
Responsible for the assurance ofresponses to PALs through the Datix reports
Oversees the CSU Planning agendaand liaises with the Trust designated Planning specialist as appropriate
Makes judgements involving complexfacts or situations requiring analysis, interpretation and the comparison ofa range of options resulting in differing expert opinions and conflict; e.g.managing clinical risks; agreeing strategies to meet patient access targets,changing working practices
Contributes to the servicedevelopment agenda by identifying and assessing strategic options e.g.service redesign; capacity and demand management; financial planning andquality improvement. Presents proposals to the General Manager to input tothe broader strategic debate within the Trust. Understands the whole systemsimpact liaising with external partners as appropriate
Leads the development, monitoringand delivery of business and service plans and processes towards Trust andNational policies and targets
Manages the integration of avariety of resources to deliver targets/patient pathways the majority ofwhich are ongoing
Assists in the development of andmonitors activity plans for the CSU, making adjustments as necessary
Leads the development of businesscases whether for changes to service, new equipment or new posts which impactacross the whole organisation
Participates in the CSU involvementof patients and representative groups in service planning and development.
Works in partnership with CSUcolleagues and other CSU Teams and external agencies to ensure high qualitypatient care is delivered within Trust frameworks the Trusts short to mediumterm objectives are delivered
Participates appropriately in theinvestigation of complaints
On behalf of the General Manager,leads specific project work within the CSU and on cross-CSU issues
Ensures the local implementation ofTrust policies and procedures e.g. People and Corporate Governance, Healthand Safety
Assists the General Manager in thedevelopment and monitoring of Service Level Agreements for services providedby or to other CSUs
Manages agreed budgets to ensurethe efficient and effective use of such resources and the achievement of allfinancial targets
Recruits and line-managesadministrative and clerical staff across the CSU. Provides leadership ofthese staff and ensures appropriate arrangements are in place to setobjectives, monitor performance, agree and review development needs andensure staff understand and can achieve the required results
Assists in disciplinary, grievanceand investigation matters
Produces reports and proposals,including spreadsheets, some of which are complex and involve bids foradditional funding from Commissioners
Undertakes audit work to facilitateservice improvement and collates and presents research results

* Understanding of Trust Policy and Procedure, e.g. HR/Risk Management/Clinical Governance
* Day-to-day people management including appraisal and objective setting, recruitment and retention
* Experience in working in partnership with others to develop, implement and evaluate policies and strategies, including managing change
* An understanding of the National Reporting and Learning System (NRLS) and national safety alert procedures
* Understanding of the Trusts Capital and Corporate Planning procedures
