Job Description

Estates Technician | 8750 | Permanent Contract | 37 hours per week | £37,280 to £39,152 per annum (Scale I) | Norwich/Hybrid

Now is a great time to join Norfolk County Council Property team; we are continuing to implement our 2022 to 2026 Strategic Property Management Framework, which seeks to improve the quality and performance of our Estate, where data is king. We have a large and diverse property portfolio that we leverage to add both financial and non-financial value to the organisation.

Norfolk County Council owns and occupies around 1500 sites, held principally to support service delivery and policy objectives. Property is acquired or disposed of based on changing service requirements, changing council policies or to improve the efficiency of the overall portfolio.

We are seeking a highly organized and detail-oriented Estates Technician with database management experience to join our Corporate Property Estates team. The Estates Technician will be responsible for the Councils’ CAFM property database including the administration, data management, managing user access, and extraction of reports. You will play an important part to support the Council’s estate lease and freehold property management by using the system to diarise estate management activities, progressing work related to recurring estate activities such as lease breaks, renewals, rent reviews, and preparing routine property governance reports. You will also be supporting the estate surveyors with delivery of some lease conditions such as RPI rent reviews and lease term compliance and as such some site visits within Norfolk may be necessary. This position reports to one of the Commercial Estates Surveyors.

We welcome applications from candidates who wish to work virtually outside of Norfolk and can travel to the county when required.

In return we think we have lots to offer: the exciting challenge of the role itself, the working environment at Norfolk County Council where we put work/life balance at the forefront, offering flexible, smarter working arrangements underpinned by leading edge technology. There’s also Norfolk as a destination, where you’ll be surrounded by a unique blend of beaches, broads, countryside and culture.

We might be biased, but we think it’s a great role in a great place. If you think you have what it takes, we would love to hear from you. For an informal conversation about this vacancy please contact Deborah Ansari, Head of Estates, Partnerships and Programmes at Deborah.ansari@norfolk.gov.uk

These are some benefits you can enjoy by working for Norfolk County Council:

* Competitive salary
* Generous holiday entitlement
* Health and Wellbeing services including fast-track physiotherapy and a free counselling service
* Flexible working opportunities including flexi-time, part time, remote and hybrid working – dependent on your job role and business need.
* Financial benefits such as:
o ‘Norfolk Rewards’ our employee discounts programme which helps you save money on almost anything, from everyday groceries and clothes, to holidays, new technology, gym membership, trips to the cinema and days out.
o A Blue Light card for Fire Service and Social Care Workers
o Relocation expenses (where applicable)
o An advance of your expenses if you travel for work
o Local Government Pension Scheme with generous employer contribution, life assurance, death in service payments and dependants’ pensions
o Tax efficient ways of getting extra pension and new bikes
o Access to our tax efficient car lease scheme for greener travel enabling you to lease a brand new, ultra-low emission vehicle (subject to eligibility)
o A payment if you refer someone you know to a hard to fill job

We want our people to be inspired and motivated to work well together, make the most of our workspaces, enjoy a healthy work-life balance, and deliver excellent services to Norfolk and its people. Flexibility is built into the way we work, with hybrid working a key feature for many roles. Our technology platform and equipment are first class, enabling you to connect and collaborate remotely. We ask that you have in place good Broadband connectivity.

Before you apply, we recommend reading the full Job description and person specification to help you demonstrate how you meet the criteria. You can also find information on our Terms and Conditions here.
