Job Overview
An opportunity has arisen for a Band 7 Senior Procurement Business Manager to join the NWSSP - Procurement Services' Integrated Partnership Team supporting Cardiff and Vale University Health Board, Velindre University NHS Trust and NWSSP at Woodland House, Cardiff.

The role will be responsible for manging a team of Procure-to-Pay (P2P) staff with regional responsibility for processing purchase orders, managing order queries, resolving invoice on hold queries, and increasing efficiencies in the P2P process. The post will be responsible for ensuring the team meets its organisational Key Performance Indicators, and follows best practice in line with set policies, procedures, and local governance frameworks.
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Qualifications
Essential criteria
Post graduate diploma or demonstrable equivalent experience in a relevant area.
Qualified in project management, i.e. PRINCE2 or alternative methodology or equivalent experience.
Qualified to MCIPS (Level 5-6) or equivalent experience
Desirable criteria
Having or working towards ECDL
Knowledge of Health Boards and Trusts Procurement processes/ procedures
Skills
Essential criteria
Excellent communication skills, written and oral, articulate and robust in presenting ideas.
IT Proficiency particularly in the use of word processing, spreadsheets, databases and use of the web for researching.
Evidence of continuous professional development.
Desirable criteria
Conversant in Welsh
Familiar with integrated web based systems
Experience
Essential criteria
Proven experience of handling complex and/or high value procurements on time, and within budget.
Expertise in EU procurement and contract management, obtained via further training and/or relevant experience
Experience of project planning and ability to meet deadlines, including participating, and co-ordinating costings and purchases in line with agreed revenue and capital projects
Demonstrable track record of obtaining savings and other business indicators.
Experience of people/staff management.
Conversant with legal, compliance and probity issues
