Derbyshire County Council is seeking a highly skilled and experienced Principal Intelligent Client Officer to join our Property Commissioning team. This is a strategic role at the heart of our capital programme delivery, offering the opportunity to shape the future of public buildings across the county.


About the Role

As the Principal Intelligent Client Officer, you will act as the property expert, providing technical and design advice, project planning expertise, and procurement guidance. You will support the Property Commissioning Lead in delivering the Council’s Asset Management Strategy and Plan, ensuring that capital projects meet service needs, strategic objectives, and long-term sustainability goals.


Key Responsibilities

* Provide strategic advice and technical expertise to service departments and Asset Management officers.
* Develop and review project briefs and feasibility studies, ensuring alignment with asset plans and council objectives.
* Scrutinise design proposals, specifications, costs, and programmes to ensure quality and value.
* Commission and manage professional services from external design teams.
* Support and line manage Intelligent Client Officers within the team.
* Identify and report on capital project funding requirements and approval status.
* Promote sustainable design and carbon reduction across all property developments.
* Ensure compliance with health and safety, risk management, and information security policies.


About You

You will be a confident and credible professional with:

* A Level 5, degree or professional qualification in a closely related subject, plus appropriate post-qualification experience in construction, project management, surveying, or building design.
* Corporate membership of a recognised professional body (e.g. ARB, CIOB, RIBA, RICS) – desirable.
* Significant post-qualification experience in building design, surveying, or capital project management.
* Strong understanding of public sector property asset management and procurement.
* Excellent communication, negotiation, and stakeholder engagement skills.
* A commitment to continuous professional development and climate-conscious working.
