Project Manager – Highways
Location: Newport, Isle of Wight
Contract: £36.94 per hour PAYE or £48.26 per hour limited rate paid via umbrella company (inside IR35)
Job Purpose
To support the Service Director and Strategic Manager in the development and delivery of a programme of travel, transport and highway infrastructure schemes as part of the Isle of Wight Council’s capital investment programme. This includes delivering and managing a portfolio of work packages, applying robust project‑management approaches, engaging and managing relationships with internal and external stakeholders and maintaining effective communication channels.
Roles & Responsibilities
There are two distinct roles, each with its own area of focus. Both will require regular on‑site visits to the Isle of Wight (approximately twice a month). Own transport is useful but not essential.
1st role focuses on:
* DfT Safer Roads scheme
* Active travel schemes linked to Local Cycling and Walking Infrastructure Plans (LCWIP)
* Equalities Act and Pedestrian Improvements
2nd role focuses on:
* Surface Water Drainage Schemes
* Schemes related to the active landslip area in and around South Wight
Key Outputs & Accountabilities
* Establish appropriate project governance and produce clear reporting documentation for boards and committees.
* Facilitate and support co‑operative and partnership working with communities, partners and stakeholders.
* Identify and manage all stakeholders, ensuring regular engagement.
* Commission client‑appropriate professional services and developer contracts as necessary.
* Make delivery decisions, managing risk to the council and providing guidance to key strategic decision‑makers.
* Add value to projects and the wider corporate approach to regeneration.
* Oversee and direct projects from conception to completion, managing plans, delivery and budgets.
* Ensure quality assurance and overall integrity of projects and programmes within the highways capital programme.
* Apply significant technical expertise of development financing and delivery routes.
