Your world of expertise
Transport Scotland (TS) is an Agency of the Scottish Government and is responsible for strategic planning and policy related to transport in Scotland. On a day-to-day basis, TS, together with a range of stakeholders, manage and maintain the trunk road network across Scotland. As part of the initiative, a Met Office Adviser is embedded within the TS Resilience Team, at the Traffic Scotland National Control Centre (TSNCC). The Met Office Adviser provides critical advice to the customer, in order to mitigate against the impact of weather across the Scottish transport network.
The TS winter season starts on 1st September and finishes on 30th April. The working pattern is, generally, Monday to Friday, 0900 to 1700, or 0800 to 1600. Please note, however, that the customer requires the Met Office Adviser to adopt a flexible approach to the role, meaning Advisers are required to plan their week around impactful weather, wherever possible. This could mean attending work earlier or later than usual or providing some advice at weekends. Any additional hours worked would usually be expected to be taken as Time Off in Lieu when the weather situation returns to normal.
At least one Adviser is required for the service through the 2024/25 winter season. However, we’re open to splitting the role between two individuals - with one advisor working the first half of the season, before handing over to the other for the second half. In this situation, we envisage that there will be a 2-week in person, on-site, handover in early January.
* To provide expert advice to the customer with regards to weather impacts on their operations. This will include the provision of graphics to aid understanding of forecast conditions using Visual Cortex (training given).
* To work as the sole MO representative in a pressurized customer environment, where you are required to take decisive action and guide the customer towards the best outcome for their needs.
* Manage workload effectively in order to respond flexibly and quickly to changing customer requirements, adjusting your working hours or activities, occasionally at short notice, to aid the customer whilst maintaining a clear focus on operational priorities.
* Work closely in a positive and proactive manner with a variety of teams across the Met Office, including with Met Office’s Devolved Administrations and Civil Contingencies teams, Account Management in Markets, ensuring information gained is documented and shared to enhance services across production and Advisor disciplines.
* Understand the customer’s organizational structure and communicate clearly with all relevant parties in the organization to ensure information is conveyed to them.
Our work is life-changing, often life-saving and always life-enhancing. The Met Office is accredited as a 'Great Place to Work UK 2023' and in addition has achieved a place on both the UK's 'Best Workplaces in Tech' and 'Best Workplaces for Women' lists.
As our Meteorological Advisor for Transport Scotland, your total reward package will be up to £57,639 annually, which includes:
* An outstanding Civil Service pension, with an average employer contribution of 27%.
* Annual Leave starting at 27.5 days (plus Bank Holidays) rising to 32.5 days (plus Bank Holidays) after 5 years and option to buy or sell up to 5 days per year of annual leave.
Essential Criteria, skills and experience:
* Successful completion of the Forecaster Foundation Training Programme or equivalent with evidence that you keep evolving, through ongoing professional development, particularly in respect to providing advisory services to customers.
* Evidence of being an Expert by Nature, with a strong customer service focus to include an understanding of customer requirements and the impacts of weather on road customers.
* Evidence that you Live and Breath it, with excellent communication, persuasion and negotiation skills, with an ability to communicate technically complex information clearly, succinctly and enthusiastically to a range of customers and colleagues.
* Evidence of being Better Together, by showing a flexible approach, i.e. being able to change plans (move resources or tasks) at short notice to deal with unexpected events or customer requests.
* Evidence of an ability to work within a high-pressure operational environment, whilst maintaining clear, autonomous decision-making.
We encourage you to apply if you believe you meet our essential criteria, but we’re also keen to discover if you have:
* A general awareness of the function and objectives of Transport Scotland.
* An awareness of the impact of weather conditions on transport networks.
Additional Information
* You will be embedded onsite working in an open plan customer environment at the Traffic Scotland National Control Centre (TSNCC) at South Queensferry, Edinburgh.
* Although the role is at Senior Operational Meteorologist level, applications are encouraged from Meteorologists at all levels with the required skills.
* Please ensure that your 1RM is aware of your application and content to release you from your current role.
* To maintain resiliency in our service delivery, we ask that successful candidates try not to exceed the amount of leave that would typically be taken in a period matching the length of their time in the Transport Scotland role. For example, if at Transport Scotland for 8 months, we’d ask staff to try to limit leave to ~67% of their annual allowance.
* Successful candidates not local to the area will be able to choose from a hotel, or serviced let (within budget as advised), which must be booked via clarity. Staying with friends and family allowance (SFFA) may be claimed if this is a chosen option. Travel and Subsistence costs, in line with policy, can also be claimed.
