Job summary

At Ofgem, we recognise that the future of the energy retail market will shape how consumers experience the energy transition, and we’re looking for a Senior Strategy Manager to help inform the decisions that will guide that future.

Ofgem is Great Britain’s independent energy regulator. We play a central role in supporting the transition to Net Zero while ensuring consumers — particularly those in vulnerable circumstances — are protected.

We’re offering a permanent opportunity within our Future Retail Strategy team, an influential group that supports the Director General for Markets in setting the long‑term direction of the retail market and the reforms needed to deliver it.

Working at the heart of strategic thinking across the organisation, you’ll contribute to some of the most significant questions facing the sector today. You’ll help shape how competition develops, how consumer outcomes are supported, and how the retail market contributes to delivering Clean Power 2030.

You’ll also collaborate closely with senior colleagues across Ofgem, government and industry. You’ll help frame strategic choices, develop clear and accessible narratives, and ensure decisions are informed by robust analysis and evidence.

In this role, you’ll lead major strategic projects and coordinate work across multiple directorates, helping translate long‑term vision into practical steps. You’ll play an active part in shaping how the retail market evolves during a period of considerable change.

You’ll bring strong knowledge of the competitive retail market and experience working in strategy or policy environments. You’ll combine strategic thinking with strong analytical skills, drawing together diverse evidence to develop clear options and recommendations. Comfortable working with a wide range of stakeholders, you’ll be able to communicate complex issues clearly and support effective decision‑making in a dynamic environment.

In return, you’ll join a collaborative and forward‑looking team working on issues that are central to the future of the sector. You’ll gain exposure across Ofgem, government and the energy industry, while helping shape the strategic direction of the retail market during a pivotal period.

Person specification

* Energy retail expertise: Knowledge and experience of working in a strategy/policy role relating to the competitive energy retail market. Good understanding of the commercial, technological and behavioural change required to meet decarbonisation, security of supply and consumer protection goals, in partnership with consumers, network operators, and other sector participants. (Lead)
* Strategic thinking: A track record of translating strategy into delivery, ability to understand the work of the team in a wider, strategic context, and to identify and take up opportunities to develop this knowledge over time. (Lead)
* Analysis and evidence: excellent ability to analyse quantitative and qualitative information, identify issues, synthesise diverse sources and intelligence and develop options and recommendations on a wide range of issues. We expect candidates to be AI-literate, and proactively identify opportunities to improve the quality and pace of analysis.
* Stakeholder engagement: a track record of building collaborative working relationships with internal and external stakeholders, engaging influencing skills to secure desired outcomes.
* Great teamwork in a fast-paced environment: a positive, flexible, ‘can do’ approach, working effectively within a team, managing multiple, concurrent priorities and projects, and contributing to a sustainable, high performing environment.
* Communications: Excellent ability to communicate effectively to a range of internal and external audiences, both in writing and in presentations, and to convey complex issues clearly and concisely.
* Strategic and analytical capability: Ability to apply AI thoughtfully and creatively to both productivity and bespoke use cases, and to use strategic frameworks to structure analysis and solve complex problems.
* Futures and scenario insight: Ability to create, model and interpret future scenarios to inform strategy and policy development, drawing on diverse sources and professional insight.
